Position Overview

The following is intended to describe the general nature and level of work being performed. This list of duties is illustrative only, and is not a comprehensive listing of all the functions and responsibilities performed.

POSITION SUMMARY
The Payroll Supervisor will oversee and supervise the organization's payroll functions, ensuring that payment of wages/salaries to employees is processed on time, accurately, and in compliance with government regulations. This position reports to the Director, Human Resources.

SUPERVISORY RESPONSIBILITIES:

  • Recruits, interviews, hires, and trains new staff in the department.
  • Oversees the daily workflow of the department.
  • Provides constructive and timely performance evaluations.
  • Handles discipline and termination of employees in accordance with company policy.

DUTIES and RESPONSIBILITIES:
  • Oversees procedures and processes and manages inquiries and requests related to preparation and distribution of payroll.
  • Processes payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
  • Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
  • Maintains or oversees the maintenance of employee records.
  • Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
  • Directs and manages all activities relating to the administration and maintenance of bi-weekly payrolls, annual W-2 statements, position classifications and employee benefit programs.
  • Plan and direct the maintenance of systems and records dealing with payroll processing, employee fringe benefits, employee payroll taxes and related federal and state reporting.
  • Responsible for ensuring that all university payroll and benefit liabilities are accurately reported and filed in a timely manner, including but not limited to, monthly benefits, quarterly reports, and annual reporting such as W-2's and ACA.
  • Advise and counsel campus management in matters related to payroll, benefits, compensation, position classifications, training and development.
  • Ensures that the university compensation, benefits, tax and retirement programs are administered timely and all banner updates are complete.
  • Prepare and recommend payroll policies, procedures, and training programs that contribute to the mission and goals of the campus.
  • Perform other duties as deemed necessary or assigned.

KNOWLEDGE, SKILLS and ABILITIES:

  • Knowledge of federal and state payroll laws associated with department of labor and the state of New Mexico.
  • Knowledge of federal and state legal processes associated with, compensation, tax withholding and reporting, retirement and fringe benefits.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Proficient with Microsoft Office Suite or related software.
  • Proficient knowledge in Payroll liabilities.
  • Ability to communicate effectively, both orally and in writing.

Requirements

MINIMUM REQUIREMENTS:

  • Bachelor's degree in Accounting, Business Administration, or closely related field, or an equivalent combination of education, training, or experience.
  • Three years of direct experience relating to the administration and maintenance of bi-weekly payrolls, annual W-2 statements, employee payroll taxes and related federal and state reporting.

Working Conditions

Work is performed during normal work hours, with some evenings and weekends to meet deadlines.
Work is sedentary in nature that at times requires exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
