Job Summary

The Loudoun County Department of Family Services (DFS) is seeking a talented and highly motivated individual to fill a full-time position as a Contract Manager. The ideal candidate will have a solid understanding of contract management, strong analytical skills, and effective communication and interpersonal abilities. This position will coordinate the Department's contracting program, verify that contractors provide services per the contract, and assist with the purchasing activities. We are looking for a self-motivated and engaged candidate who possesses the following: Detailed oriented with proficiency in analyzing contract terms, compliance issues, and potential risks. Ability to work effectively in a team environment with county and contractor staff. Ability to manage multiple contracts simultaneously, prioritizing tasks, and meeting deadlines. This position will be the primary point of contact (POC) for the contractor, conduct DFS/Contractor Kick-Off Meetings, monitor and report to executive management on the contractor performance, address issues and concerns related to daily operations and services, initiate the Issue Escalation Process as necessary, review and approve invoices including allowable use of funding, work with the contractor to resolve invoice issues, monitor contract spending, and manage contract deliverables. Under the general direction of the Quality, Data, and Compliance (QDC) Supervisor, this critical position will:
- Acquire goods and services that are vital to the safety of citizens throughout the County.
- Prepare informal and formal solicitations, request for quotes (RFQ), invitation for bids (IFB), and requests for proposals (RFP).
- Develop complex procurements in compliance with the Virginia Public Procurement Act.
- Oversee management of multiple, complex contracts related to departmental projects and programs. Coordinates problem solving related to emergencies or ad hoc contract issues.
- Conduct research on various procurement related issues to improve on the solicitation process.
- Participate in strategic planning sessions.
- Facilitate evaluation of proposals.
- Recommend contract awards.
- Operate automated bid preparation and project tracking system. Coordinate project detail and costs with project managers and job order contracts. Work with the system administrator to prepare project reports.
- Attend meetings of public and private interest groups, other local jurisdictions, and regional/national organizations to represent Loudoun County; discuss issues relative to the assigned area of responsibility.
- Research, analyze, and prepare reports on special topics.
- Ensure compliance with all federal, state, and local laws and regulations; interprets federal and state changes in code or regulations to implement necessary procedural changes.
- Develop knowledge of the department's operations, programs, and needs in order to provide procurement support and guidance.
- Assist with the preparation of items for the Board of Supervisors.
- May visit work sites to ensure contractors comply with contract terms.
- Performs other duties as assigned.
A successful candidate will be detail oriented, highly collaborative with strong communication skills, and persistent in the face of obstacles or challenges. The candidate will also have the ability to develop and maintain positive working relationships internally, as well as with partners external to DFS.

Minimum Qualifications

Bachelor's degree in Business Administration or related field, preferably with coursework in procurement and related subjects; three (3) years of related work experience; or equivalent combination of education and experience.
Preferred:
- Certified Professional Public Buyer (CPPB) and/or Certified Professional Contract Management (CPCM) certification.

Successful candidates will undergo pre-employment criminal, credit, and DMV background checks. Depending on department assignment, additional checks such as fingerprinting may be required. Must possess valid driver's license and good driving record (driving records may be reviewed annually for continued qualification).
