Position Summary
The Strategic Planner will Develop and maintain Advanced Coordinated Fielding Plan (ACFP) records for the Synchronized Fielding Plan (SFP) within PAE MS's Readiness Installation and Planning Tool for Integration and Deployment Execution (RIPTIDE) and In accordance with the Navy Modernization Process (NMP) ensure that installation packages are delivered in a complete state and in a timely fashion.
Responsibilities
- Provide oversight, technical and managerial support to Strategic Planning and Baseline Manager Leads
- Coordinate with Program Installation Representatives (I-Reps) to ensure changes to Ships' baselines are integrated and meet mission requirements.
- Review and analyze fielding plans, government databases, and proposed Ships baseline changes.
- Provide program planning and analysis for PAS MS products to include analyzing fielding requirements, budget constraints, and platform availability.
- Coordinate/facilitate with internal and external agencies to expedite the installation processes, assisting the government to develop fielding plans meeting schedule and process critical path timelines.
- Conduct NMP milestone reviews to ensure program and process compliance.
- Assist in the development of ad-hoc installation-related data calls and metric requests, program spend plans, Program Objective Memoranda (POM) input, and Continuing Resolution Agreement (CRA) funding requirements.
- Support installation issue resolution, ensure installation status accuracy, assess areas of potential risk and work with the government to resolve installation issues/provide mitigations and ensure program objectives are met.
- Track all documentation requirements for installations, ensure all documentation requirements are met in time to support program schedules and critical path timelines.
- Develop, update, and review input to installation deliverables: Heat Charts, Waterfall Charts, Program Briefs, A-O messages and/or Target Configuration Date (TCD) messages, Planned Not Authorized (PNA) briefs for immature alterations, Installation Contract Readiness Reviews (ICRR) data calls in support of overall installation execution.
- Analyze and recommend actions for routine and emergent fielding plan changes and Fleet alteration installation requests.
- Apply analytical techniques in support of the evaluation of program/project objectives, baseline wholeness, and data analysis/visualization.
- Provide PAE MS in their digital transformation support using Microsoft Power Platform applications, including PowerBI, to help streamline the installation management process.
Experience
- Familiar with the Navy Modernization Process
- Highly proficient with Microsoft Office suite.
- Ability to work independently and as a team member.
- Excellent oral and written communication skills.
Qualifications and Educational Requirements
- Minimum 1 year of experience with of combined specialized Department of the Navy (DON) experience participating in IPTs, interacting with stakeholders, leading projects, defining customer requirements, developing processes and policies, and utilizing databases.
- This position requires an existing U.S. Government DoD granted security clearance/eligibility at the final Secret level. Individuals must be able to maintain the necessary security clearance/eligibility for continued employment. U.S. Citizenship is required.
Preferred
- Associate or bachelor's Degree desired but not required.
- Highly Desired: experience with Microsoft Power Platforms including apps (Power Apps), automated workflows (Power Automate), and data analysis (Power BI) such as: Power Query, Connect to and integrate multiple data sources, Basic knowledge of DAX, build interactive Chart/Graph/Reports using tables/matrices/slicers, reports/manage data refreshes, and Using Power Automate to support reporting workflows.
- Highly desired: intermediate to advanced Excel experience such as: Pivot Tables, Conditional Formatting, Power Query, Chart/Graph creation, and VLOOKUP/XLOOKUP/COUNTIF/CONCAT formulas.
