Instructor / STRL Lab Demo Training Specialist

Summary:

Goldbelt is seeking an experienced Instructor / STRL Lab Demo Training Specialist to develop and deliver workforce training supporting the Naval Medical Research Command's transition to a Science and Technology Reinvention Laboratory Personnel Demonstration Project.

The Instructor will provide specialized STRL education and implementation support to civilian employees, supervisors, human resources personnel, and other stakeholders across eight NMRC commands.

This is not a general training or instructional-design role. The position requires deep knowledge of STRL Lab Demo personnel systems, performance-based compensation, pay bands, position classification, performance assessments, and implementation processes.

Work Arrangement: Primarily onsite; remote or ad hoc telework may be authorized by the Government

Essential Job Functions:

• Develop a comprehensive STRL Lab Demo communication and training plan.
• Develop presentations, training guides, job aids, instructional materials, and user resources.
• Deliver training covering:
  • STRL fundamentals.
  • Career paths.
  • Pay bands.
  • Personnel classification.
  • Performance factors.
  • Levels of contribution.
  • Performance-based compensation.
  • Train employees to prepare effective self-assessments.
• Train supervisors to prepare supervisory assessments and apply performance factors appropriately.
• Train users and administrators on the electronic STRL personnel-management system.
• Coordinate system training with the Software Engineer/Developer.
• Facilitate at least one mock pay pool prior to the first actual pay pool.
• Train NMRC personnel to conduct future pay pools.
• Deliver training to personnel across multiple commands and time zones.
• Support training associated with employee conversion and the initial performance-rating cycle.
• Coordinate training schedules and activities with the Program Manager and NMRC stakeholders.

Necessary Skills and Knowledge:

• Excellent communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams.

Minimum Qualifications:

• Master's degree or higher in a relevant field, or equivalent experience.
• Minimum 6 years of relevant professional experience.
• Must have led at least one full-cycle STRL Lab Demo implementation for a U.S. federal agency.
• Experience with:
  • STRL Lab Demo system design.
  • Pay-band conversion.
  • Performance-based compensation.
  • Position descriptions.
  • Classification in a STRL Lab Demo environment.
  • Demonstrated ability to develop and deliver complex workforce training.
• U.S. citizenship.
• Ability to satisfy required Tier 3 background-investigation and Government-access requirements.

Preferred Qualifications:

• Training Federal civilian employees and supervisors.
• Facilitating STRL pay pools.
• Developing instructor-led and virtual training.
• Executive and stakeholder briefings.
• Federal HR policy and workforce-transformation initiatives.

Pay and Benefits

The annual salary range for this position is $105,000 to $110,000.
