Configuration Manager Journeyman

Job Description:

Dynamo Technologies LLC is seeking a Configuration Manager Journeyman to provide Configuration Management (CM) and Data Management (DM) support for assigned programs, projects, and weapon systems. The successful candidate will support Air Force Life Cycle Management (LCM) activities for weapon systems and weapon system products by identifying CM/DM requirements and deliverables, managing technical baselines and configuration information, and validating and verifying CM/DM product deliveries to ensure adherence to identified requirements. This position requires experience with Configuration and Data Management processes, Air Force weapon system acquisition and sustainment activities, configuration control, technical data, engineering data, and associated DoD and Air Force CM policies, standards, and guidance.

Duties/ Responsibilities

• Provide CM support for assigned programs, projects, and weapon systems.
• Take action to ensure weapon systems and products meet requirements of applicable laws, regulations, policies, and guides related to Configuration and Data Management (CDM).
• Manage data related to functional, allocated, and product technical baselines for assigned products and programs.
• Support Data Management, engineering Data Management, deficiency reporting, and other OSS&E processes.
• Document and record products of systems engineering activities and provide approved configuration information to detail characteristics of systems or products.
• Perform Configuration Planning, Identification, Status Accounting, Verification and Audits, and Change Control activities.
• Create, update, review, and recommend changes to the Configuration Management Plan (CMP), Integrated Master Plan (IMP), organizational Data Strategy Plan (DSP), Intellectual Property and Data Rights strategies, and organizational Configuration Control Board (CCB) policies or plans.
• Identify CM and DM requirements for programs and policy documents, including Statements of Work, acquisition strategy plans, acquisition management plans, program documentation, and technical process guides.
• Plan, conduct, and manage activities and data related to configuration verifications and audits, including system verification reviews, functional configuration audits, physical configuration audits, test plans, test procedures, specifications, engineering data, software version description documents, software media, and other technical data.
• Manage the Configuration Control Board process for assigned programs and prepare and maintain CCB Directives, agendas, minutes, member lists, CCB Charters, presentation materials, and other information for the CCB Chair.
• Directly support the CCB Chair in activities supporting the CCB and CM processes.
• Ensure appropriate CM requirements are executed for assigned programs and tasks.
• Record performance, qualification, fabrication, and acceptance requirements for assigned systems, including producing software release notes.
• Recommend revisions to and draft new CM procedures to meet new or unique program requirements.
• Work with the Division CM to standardize organizational processes and tools.
• Manage and track Deficiency Reports (DRs) and support activities related to the Material Improvement Project Review Board (MIPRB).
• Ensure compliance with TO 00-35D-54 and provide input to the DR MIPRB Charter and recommendations for changes to ensure compliance with CM policy and best practices.
• Provide, track, and manage data necessary to support CM, DM, Quality Assurance (QA), requirements analysis, risk management, and OSS&E activities.
• Ensure compliance with the CMP and AF Systems Engineering Assessment Model (SEAM) best practices.

Required Skills/Abilities

• CM/DM experience supporting Air Force LCM of weapon systems or weapon system products.
• Experience identifying CM/DM requirements and deliverables for weapon systems.
• Experience validating and verifying CM/DM product deliveries to ensure adherence to identified requirements.
• Experience supporting program compliance with EIA-649-1 CM.
• Experience with DoDI 5000.88, Engineering of Defense Systems.
• Experience with MIL-HDBK-61, CM Guidance.
• Experience with the AF Data Rights Guidebook.
• Experience with AFMCI 63-1201, Implementing OSS&E and Life Cycle Systems Engineering.
• Experience with Section 4.1.6 of the DoD Systems Engineering Guidebook.
• Experience with DoD 5010.12-M, Procedures for the Acquisition and Management of Technical Data.
• Experience with MIL-STD-31000B, Technical Data Packages.
• Experience with MIL-STD-963, Standard Practice for Data Item Descriptions (DIDs).
• Experience with DoDI 5230.24, Distribution Statements on Technical Documents.
• Experience with the AFLCMC Contract DM Standard Process.
• Ability to work independently and apply appropriate procedures and processes within the technical/professional discipline.
• Ability to problem solve and troubleshoot situations to develop successful outcomes within established program and project guidelines.
• Ability to work independently or under the oversight of senior contractor personnel.

• National Defense Industrial Association (NDIA) CDM Certification.
• Configuration Management Principles and Implementation Certification (CMPIC).
• DAU Certification CLCL 010 Technical Data Management Credential.
• Experience supporting AF Systems Engineering Assessment Model (SEAM) best practices.

Education and Experience:

• CM Certification in any of the following categories:
  
  
  
  • National Defense Industrial Association (NDIA) CDM Certification; or
  • Configuration Management Principles and Implementation Certification (CMPIC); or
  • Completion of DAU Certification CLCL 010 Technical Data Management Credential.
  
  
  
  
• Bachelor's or master's Degree in a related field and at least three years of experience in the respective technical/professional discipline being performed, three of which must be in the DoD.
• OR, seven years of directly related experience with proper certifications as described in the PWS labor category performance requirements, five of which must be in the DoD.
