Job Title: System Analyst/QA Manager

Location(s): Richmond, VA
(Hybrid: 3 days onsite)

Job Summary
This position is for a Systems Analyst/QA Manager for the HR1 Medicaid project. The role will lead all Quality Assurance activities, ensuring deliverables meet state Medicaid requirements while coordinating closely with multiple state agencies, business teams, and external vendors.

This role manages the full testing lifecycle, including designing the overall test strategy, planning, execution, reporting, detailed test data preparation, and overseeing End-to-End (E2E) testing.

Responsibilities

  • Coordinate testing efforts with business teams to obtain user scenarios and test cases.
  • Organize meetings, support UAT, ensure proper test coverage and traceability, and perform test readiness reviews.
  • Maintain defect management processes and track defects through resolution.
  • Validate data integrity across systems.
  • Ensure consistent QA documentation and standards.
  • Conduct post-test assessments to confirm resolution of issues.
  • Identify risks early and partner with the PMO office for project oversight.
  • Ensure strong communication across agencies, vendors, and project leadership throughout the HR1 implementation.
  • Manage all System Integration Testing (SIT), User Acceptance Testing (UAT), and End-to-End Testing (E2E) for MMIS and MES modules.
  • Manage testing of configured Commercial Off-the-Shelf (COTS) applications.
  • Manage the conversion and integration of data from other systems in Medicaid Enterprise Systems (MES modules and COTS products).
  • Manage defect triage calls with multiple vendors and track defects to closure in a timely manner.
  • Understand project requirements and design.
  • Develop test cases and test data.
  • Verify software changes and troubleshoot issues.
  • Problem-solve escalated issues and serve as a liaison between developers and Business Users.
  • Communicate and report to a variety of stakeholders regarding UAT testing results and progress, including Test Summary and Execution metrics.
  • Escalate and track UAT defects through resolution.
  • Track and maintain historical UAT testing information.
  • Meet deadlines with a high level of integrity, professionalism, customer service, and motivation.
  • Coordinate UAT, defect triage calls, and testing activities involving multiple systems, vendors, and teams.
Required Qualifications
  • Significant experience managing Quality Assurance activities and the full testing lifecycle.
  • Significant experience managing UAT and defect triage calls.
  • Experience coordinating testing activities involving multiple systems, vendors, and teams.
  • Experience with System Integration Testing (SIT), User Acceptance Testing (UAT), and End-to-End Testing (E2E).
  • Experience with Medicaid Enterprise Systems (MES), MMIS, and COTS applications.
  • Mainframe experience is required.
  • Experience developing test cases and test data.
  • Experience with defect management and tracking defects through closure.
  • Ability to understand project requirements and system design.
  • Ability to verify software changes and troubleshoot escalated issues.
  • Strong communication and stakeholder management skills.
  • Ability to serve as a liaison between developers and Business Users.
Preferred Qualifications
  • Experience with Teradata queries.
Work Arrangement
  • Hybrid: 3 days onsite and 2 days remote.
  • Parking is not provided for contractors.
