We are seeking a *Grants & Contracts Analyst* who will provide support to the Finance Managers of the Institute for Education Policy and the Center for Research and Reform in Education. First, for CRRE (60%). This position will support CRRE's Financial Manager. The position will start out with a primary focus on assisting with pre-award activities and may grow to also help with award processing and post-award activities as needed. Second, for IEP (40%). This position will support IEP's Financial Manager. The primary focus of this position will be to assist with supporting the post-award and budgetary activities. We anticipate the Grants & Contracts Analyst will spend three full days per week with CRRE and two full days per week with IEP. The Grants & Contract Analyst will provide dedicated research funds support with specific responsibility for both pre-award and post-award functions that includes but may not be limited to assisting with proposal preparation, budget preparation, account reconciliation, billing/invoicing, standard report writing, and close-out procedures. The primary goal of this position is to support the timely, effective and efficient functioning of sponsored funding. The ideal candidate should have some experience in research administration, strong organizational skills, and the ability to work collaboratively with faculty and staff. Job Scope/Complexity This position provides administrative support and financial coordination related to the grants management process. The Grants & Contracts Analyst will work under the direction of the Financial Manager, providing support for various tasks related to sponsored projects. This role requires a high level of attention to detail and the ability to handle multiple tasks efficiently. This position assists with pre- and post-award support responsibilities for simple to moderately complex grants/contracts, including those from both federal and non-federal sponsors. These grants, contracts and awards may involve moderately complex budgets, foundation grants and/or subawards from other institutions on their federal pass-through grants. Specific Duties & Responsibilities Pre-Award Compile proposal documents from faculty and enter all information for JHURA/ORA review. Request set up of sponsor. Create requests for subaward creation. Request pre-award accounts as appropriate. Work toward understanding of institutional policies for pre-award grant process and sponsor guidelines. Ensure compliance in all other areas related to grant and contract management, including sponsoring organization guidelines, internal protocols, accurate protocol information within grant documents, conflicts of interest, etc. Post-Award Request allocation accounts, including subaward allocations. Distribute payroll allocations based on new awards or the ending of existing awards. Prepare Prior Approval Requests and supporting documentation. Match transactions posted to supporting documentation on a monthly basis (statement reconciliation) and ensure compliance. Prepare monthly projection reports and effort charts. Assign program income to applicable GL codes under the grant. Initiate payment processes to independent contractors/vendors. Enter progress report information into federal systems or other sponsor systems for reporting nonfinancial information to sponsors. Assist with subaward closeout and reconciliation worksheets Submit subrecipient invoices. Submit customized manual invoices (e.g., clinical trials) to sponsors and upload to systems. Update budget details for new obligations/increments. Enter cost transfers. Perform other duties as requested. In addition to the duties described above Preparing the contract paperwork to route to Johns Hopkins Research Administration (JHURA) through the Johns Hopkins Agreement Workflow System (JAWS). Working with Sponsored Projects Shared Services (SPSS) to set up awards. Minimum Qualifications Bachelor's Degree. Two years of administrative/budgeting experience. Additional education may substitute for required experience and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula. Successful completion of the Research Administration Training Program (13-15 months) is equivalent to two years of relevant experience for this position. If an employee does not successfully complete the program, no additional experience will be applied. Preferred Qualifications Three or more years administrative/budgeting experience. General knowledge and understanding of The Johns Hopkins University accounting system and related fiscal offices. Excellent with Excel spreadsheets. Experience with Concur, JHURA, JAWS, and SPSS. Technical Qualifications and Specialized Certifications General knowledge of accounting and budgeting theory and practices. General understanding of external Federal Guidelines and procedures regarding grants and contracts.
