Job Title: ITD Planning PM PMP

Location(s): Mechanicsville, VA
(Hybrid: Onsite 2-3 Days per Week)

Job Summary
We are seeking a Senior IT Project Manager to manage and deliver complex technology projects involving multiple teams, business groups, vendors, and technical workstreams. The ideal candidate will have strong project leadership experience, hands-on technical project management skills, and experience managing projects through both Agile and Waterfall methodologies.

The Project Manager will be responsible for successful project delivery across the full project lifecycle, including initiation, planning, execution, control, and closeout, while adhering to established Commonwealth project management standards and governance requirements.

Required Certification

  • Active Project Management Professional (PMP) certification through PMI OR a qualifying VITA Project Management certification.
  • No other project management certification qualifies.
  • Agile Scrum Master certification is preferred.

Key Responsibilities

  • Serve as a hands-on technical project manager supporting development teams and business stakeholders.
  • Lead complex IT projects with multiple teams and workstreams.
  • Coordinate project activities, resources, timelines, and deliverables.
  • Communicate project expectations, milestones, status, risks, and dependencies to technical and business stakeholders.
  • Collaborate with vendors, consultants, contractors, procurement teams, and internal stakeholders.
  • Follow established Commonwealth IT project management practices, governance, and PMO requirements.
  • Maintain project budgets, schedules, plans, tasks, risks, issues, and status reports.
  • Develop and maintain project communications plans.
  • Document business and technical requirements and use cases.
  • Facilitate requirements and design workshops.
  • Define testing objectives and coordinate development of test plans and test cases.
  • Manage project milestones and deliverables to ensure on-time and on-budget completion.
  • Establish project metrics and clearly communicate progress and performance.
  • Support system and application training activities.
  • Coordinate project resources and work assignments across technical and business teams.

Required Qualifications

  • Active PMP certification through PMI or qualifying VITA Project Management certification.
  • Strong project management experience in complex IT environments.
  • Experience managing projects using both Agile and Waterfall methodologies.
  • Strong understanding of project management methodologies, tools, and practices.
  • Experience with Microsoft Project.
  • Proficiency with Microsoft Office Suite, including Word, Excel, and PowerPoint.
  • Experience with Microsoft SharePoint.
  • Ability to interact effectively with customers, technical teams, business stakeholders, and vendors.
  • Ability to analyze and translate business requirements into system specifications.
  • Knowledge of data modeling and interface management applications/tools.
  • Ability to analyze, design, develop, troubleshoot, and implement technology solutions.
  • Ability to program and create custom reports using standard IT application tools.
  • Strong written and verbal communication skills.
  • Progressively responsible experience in systems analysis, design, development, testing, and troubleshooting.
  • Education, training, or experience in Computer Science, Information Systems, Engineering, Business Administration, or a related discipline is preferred.

Preferred Qualifications

  • Agile Scrum Master certification.
  • Previous experience working with state government IT environments.
  • Previous experience working within a transportation or large enterprise IT organization.

Additional Requirements

  • Must be able to work onsite 2-3 days per week.
  • Position requires completion of a fingerprint-based background check.
  • PMP certification through PMI or qualifying VITA Project Management certification is mandatory; no other certification will be accepted.
