SUMMARY

We are currently seeking a Rehab Services & TBI Outpatient Program Manager to join our team. This fulltime role will work days.

Purpose of this position: Ensures clinical, operational, and financial success of entities by meeting financial and clinical goals of responsible areas. Assumes complete responsibility of the business. Responsible for integrating all appropriate department standards into operations. Collaborate with all responsible team members medical director, administration, and leadership. Leads, collaborates, coordinates, implements, evaluates and improves Hennepin Healthcare System's Traumatic Brain Injury Outpatient Program for high quality outcomes for individuals with traumatic brain injury. Works with and supports the multidisciplinary care team, overseeing the CARF accreditations, and engages physicians and patients in the growth, development and sustainability of efficient, effective, and value-added services.

RESPONSIBILITIES

  • Exhibits leadership behaviors that support staff to take responsibility, authority, and accountability for decision making related to patient care
    • Oversees the complete scope of operations (i.e. administrative and operational activities) for rehabilitative therapy services across the hospital's continuum, including inpatient and outpatient services
    • Applies and interprets hospital personnel policies and practices to all employees
    • Participates in development projects as assigned within the hospital
    • Is responsible for the department's operational excellence; ensures department delivers quality services in accordance with applicable policies, procedures, and professional standards

    • Lead the planning, development, implementation, and evaluation of the Traumatic Brain Injury Outpatient Program in order to meet all (3,000+) Commission on Accreditation of Rehabilitation Facilities (CARF) Outpatient TBI Program standards
    • Co-chairs the following meetings with Medical Director dyad and ensures agendas and minutes are distributed prior to the meeting: TBI Outpatient Program Leadership, TBI Outpatient Program Providers, TBI Program Clinical Operations/ Excellence Council
  • Recruits, selects, hires, trains, and evaluates team members; monitors and ensures team members understand and comply with organizational standards, competency requirement policies, procedures, and regulations
    • Conducts performance appraisals for all direct-report team members
    • Develops and implements staff recruitment and retention plans
    • Oversees employee engagement action plans/goals
  • Monitors payer requirements and ensures appropriate mechanisms for accurate coding, coverage, and payments
    • Collaborates with finance and regulatory agencies to ensure pay standards met
    • Establishes system for coding, documenting, charging, and billing of services
    • Ensures appropriate prior authorization processes are established and implemented
    • Oversees quarterly coding/billing audits for the TBI Outpatient Program
  • Establishes and monitors department budget and volume statistics. Monitors and achieves budget. compliance through effective use of resources and adheres to productivity standards
    • Completes benchmarking on key department metrics on a regular basis. Updates department standards as appropriate
    • Oversees and develops efficient and effective operational staffing plans for all areas of responsibility
    • Is responsible for the fiscal management of the departments; ensures proper utilization of the organization's financial resources
    • Is responsible for materials management (capital, equipment, supplies) and tools needed for team members to complete work
  • Supports learning for department team members by coaching and encouraging involvement in educational and developmental opportunities. Provides continuing educational services to hospital departments and medical residents pertaining to rehabilitation services
    • Maintains own and department professional growth and development through seminars, workshops, and professional affiliations
    • Enhances team success through utilization, education, and development; participates in strategic meetings
  • Responsible for ensuring implementation of all safety/infection control policies and procedures, including ongoing team member education and training
  • Develops and implements department goals and strategies based upon the organizational plan. Measures and monitors activities to assure attainment of established outcomes and innovation related to quality, safety, effectiveness of provision of therapy services
    • Plans, organizes, and directs departmental activities for the treatment of patients
    • Develops goals and objectives, establishes, and implements policies and procedures for department operation
    • Develops programs to meet current needs; reviews department performance
    • Effects changes as needed to improve services provided and assures compliance with regulatory requirements; keeps administration informed of department activities, needs, and problems
    • Consults with and advises administration on matters relating to operations and programs
    • Leads systems-focused quality improvement projects to ensure conformance to CARF standards
    • Ensures standards of practice set by professional organizations, state license and accreditation bodies, and prepares for site visits: TJC, DPH, OSHA, CARF
  • Strategic Leadership
    • Leads the development of short term and long-term plans with physician dyad partner to enhance program growth and development
    • Establishes a mechanism to ensure ongoing communication regarding the TBI Outpatient Program with the multidisciplinary team, and stakeholder departments across the organization
    • Leads the development, implementation and ongoing evaluation of the TBI Outpatient Program visual management system with an emphasis on growth, quality, financial and patient satisfaction
    • Identify industry trends, new technology, IS&T Projects, certifications or modifications needed to enhance program, care and services for TBI Outpatient Program patients
    • Supports and leads organizational change activities
    • In partnership with Compliance, Quality/Safety, Facilities, Emergency Preparedness, Health Equity, Coding & Billing, Human Resources, Population Health & Finance, ensures conformance to the organization-wide CARF standards (Section 1)
    • Leads the Performance Measurement & Management monitoring and QI work for the TBI Outpatient Program with annual objectives in the following: clinical outcomes, patient experience, financial sustainability, program efficiency, partnership experience, service access
    • Seeks strategic marketing and/or community partnership and outreach opportunities to build and maintain strong community relationships for the TBI Outpatient Program & Rehab Therapies
  • Maintains Interdisciplinary Relationships
    • Creates a caring culture that fosters positive, effective staff-patient relationships and positive collaborative interdisciplinary relationships with families, providers, and other members of the healthcare team across the continuum of care
    • Actively participates in leadership meetings
    • Integrates with other departments as appropriate to promote growth initiatives, and to inform staffing needs to ensure balanced access and throughput across the TBI program and facilitate efficient systems across the organization
    • Maintains close liaison and positive working relationships with hospital/ IP rehab, and administrators, and facilitate collaboration to ensure effective patient flow

QUALIFICATIONS

Minimum Qualifications

  • Bachelor's degree from an accredited program in therapy (Master's degree preferred)
  • Five years of clinical experience

Preferred Qualifications

  • Master's degree in rehabilitation related field
  • 2-4 years of experience in leadership including program planning, administration, or project management
  • 5+ years clinical practice experience in a hospital or hospital-based therapy area

Knowledge/ Skills/ Abilities

  • Effective leadership, communication, collaboration and organizational skills
  • Ability to develop, monitor and evaluate clinical protocols, standards of care, policies and procedures and other documents related to patient care
  • Experience developing programs and working with cross functional teams across the continuum of care from prevention, to clinic, to hospital based care
  • Experienced/ skilled in conflict resolution
  • History of working independently, with minimal supervision
  • Experience working with physician practice operations
  • Knowledge of relevant corporate compliance laws, healthcare regulations and organizational policies
  • Knowledge and experience with LEAN Process Improvement & Management methods and tools
  • Drive for results
  • Working knowledge of continuous quality improvement principles
  • Ability to analyze, distill and display data and draw conclusions to drive quality & strategic outcomes

License/Certifications

  • Licensure or certification in therapy by the State of MN and Certified by National Association (APTA, AOTA, ASHA)
