Location: Prebel Service Center- Pittsburgh Pa



The Supervisor, Network Operations is responsible for the safe operation, maintenance, testing, troubleshooting, and restoration of Duquesne Light Company's underground and secondary network distribution system. The position provides leadership and direction to Network personnel and contractors engaged in switching, cable fault location, relay and control work, network protector maintenance, fiber loop supervisory maintenance, underground system restoration, and emergency response activities. The role ensures compliance with all company safety rules, operating procedures, regulatory requirements, and labor agreements while maintaining system reliability and customer service.



Responsibilities



  • Upholds all safety and compliance standards for crews managed, this includes ensuring job briefings, DVIR, NESC, OSHA standards, etc.
  • Directs the construction and maintenance activities of field personnel to ensure maximum productivity, promote and enforce safety & achieve expected levels of performance. This is done utilizing SQDCP focused approach (Safety, Quality, Delivery, Cost, People)
  • Directs and oversees the network maintenance, testing, troubleshooting, construction, and restoration activities associated with underground and secondary network systems.
  • Works closely with crew leaders, Engineering, Project Management, and Work Planning to develop, review, and approve work packages, switching orders, hazard assessments, and restoration plans to ensure work is executed safely and efficiently.
  • Directs the scheduling & assignment of daily work to the Network Operators and other crew members to ensure timely completion of the work assignments.
  • Provides leadership for switching operations, permit procedures, tagging, grounding, and clearance activities in accordance with company operating practices.
  • Hold crews accountable for updating customer Estimated Time of Restoration (ETR) andother Grid required system data
  • Directs the proper & safe utilization of tools and mechanized equipment to ensure employee & public safety while achieving maximum productivity. Routinely completes spot checks on trucks for expired HTT and PPE items. Routinely performs crew visits to ensure employees are working within their classification and following safety rules.
  • Coordinates planned and emergency work with DOC Operations, Engineering, Asset Management, Work Planning, and Project Management personnel.
  • Oversees fault locating, cable testing, cable replacement, network restoration, and incident response activities to minimize customer interruptions and improve system reliability.
  • Ensures the safe maintenance and operation of network transformers, network protectors, relay systems, switchgear, and associated network equipment.
  • Leads investigations into equipment failures, outage events, cable faults, and network incidents, identifying root causes and implementing corrective actions.
  • Utilizes and promotes the effective use of utility technology platforms, including outage management, work management, GIS, mobile workforce, and supporting operational systems.
  • Leads emergency response and restoration efforts during major outages, network emergencies, and storm events.
  • Develops employees through coaching, mentoring, training, and performance management while ensuring compliance with required training programs and qualifications.
  • Ensures accurate plant records, proper material tracking and work order charging, and timely ordering of materials and supplies.
  • Review timesheets and ensure all time is accurately recorded in MyTime.



Experience:

Must be able to successfully complete the Utility Technical Training - UG Supervisor Lesson Plan within the first year in role.

Requires a bachelors degree in engineering (Electrical, Mechanical, Civil or Industrial), Business Management or relate field with prior construction experience strongly preferred.

In lieu of a college degree 5+ years of OH/UG line work experience obtaining a journey level is required.



Skills Section

Demonstrated leadership ability to make sound decisions under pressure, hold employees accountable to performance, safety standards, and effectively resolve workplace conflicts.

Prior experience working in a unionized environment, administering a CBA, and partnering with Labor Relations personnel is strongly preferred.

Demonstrated ability to assess system conditions, analyze technical and diagnostic data, and make sound operational decisions during normal operations, outages, and emergency restoration events.

Strong communication and stakeholder management skills with the ability to coordinate field operations, engineering, system operations, contractors, and customers during planned and emergency work activities.

Extensive driving experience (including off-road) during normal and emergency conditions.



Physical & Time Requirements:

Must be able to work in all types of weather extremes.

Must possess a valid driver's license.

The UG Supervisor - Network is required to be the "Duty Supervisor" on a rotating basis in the Underground Department

Must be able to work extended days (16 hours days during storms and in emergency situations).
