Description

The Sports Wagering Division (SWD) of the Mass Gaming Commission provides regulatory oversight of sports wagering activities within the Commonwealth and ensures compliance with all legal and regulatory requirements of Massachusetts General Laws Chapter 23N and the related 205 CMRs governing sports wagering.

The Compliance Officer I is assigned to and supervised by the Sports Wagering Compliance and Operations Managers and/or Compliance Officers of a higher level. The Compliance Officer I is important in ensuring compliance with regulations, operator reporting and audit functions. Compliance Officers compile and analyze data and monitor multiple sports wagering platforms to ensure compliance with all legal regulations concerning gaming.

Duties and responsibilities may include, but are not limited to, the following:

* Monitor multiple online sports wagering platforms related to marketing, house rules, finance and internal controls through back-office access to ensure compliance with regulations related to wagering transactions, types of wagers, and other wagering data.

* Utilize test accounts to determine compliance with technological requirements and regulatory waiver deadlines.

* Monitor operators' reporting to ensure unusual or suspicious activity is reported and that integrity monitoring providers comply with laws and regulations.

* Review and evaluate information received from integrity monitoring providers, geolocation reports, and other industry resources to provide insights and recommendations.

* Assist with compiling data and metrics for monthly and quarterly reports and updates of the division to the Commission (i.e., audit data, patron complaints, petitions for event catalog additions, incidents, and investigations).

* Log incidents or irregularities in electronic systems, and prepare reports, correspondence, or recommendations related to incidents and irregularities for review by the Director of Sports Wagering.

* Document Standard Operating Procedures, instructional guides, process overviews, and other departmental resources.

* Present matters to the Commission at public meetings

* All duties described are examples of work that may be performed, but not all compliance officers will be assigned to all the tasks above. Other duties may be assigned by the Director, Business Manager, or Operations Manager.

Qualifications

Skills and Qualifications:

* Must be analytical and detail oriented.

* Able to work with confidential information and exercise sound judgment.

* Strong technical proficiency. Experience setting up access and monitoring external data, navigating apps, reporting, audit functions, and data analysis are transferable skills.

* Familiarity with Word, Excel, and other Microsoft 365 components, including PowerPoint and SharePoint.

Experience, Education, and Training:

* Bachelor's degree or an equivalent combination of education and experience in a professional office setting required.

* At least one year's experience related to compliance reviews, audit functions, reporting, data analysis and/or evaluation in a heavily regulated industry preferred

* Experience with Incident Tracker software, JIRA, or similar technological/project tracking tools and applications preferred.

* Experience with financial or other databases and reporting software preferred.

A successful candidate for this position has passed an extensive background check conducted by the Massachusetts State Police. The background check includes a full credit check, CORI (Criminal Offender Record Information), fingerprinting, drug test, reference checks, review of IRS Income Tax Transcripts for the last four years, and a Certificate of Good Standing from the Massachusetts Dept. of Revenue (DOR).

The Massachusetts Gaming Commission is responsible for the implementation of the expanded gaming law (Chapter 194 of the Acts of 2011) and regulatory oversight of G.L. chapter 23K (casino gaming), chapter 23N (sports wagering), and chapter 128A (horse racing). Under these laws, the Commission is tasked with establishing a regulatory framework for the solicitation, licensing, taxation, and oversight of a maximum of three casino licenses and one slots parlor only license, the provision of in-person and digital sports wagering, and the live and simulcasting of horse racing in Massachusetts.
