THE POSITION

The Commonwealth of Pennsylvania is seeking a Project Manager 1 to join our growing and innovative Commonwealth Office of Digital Experience (CODE PA) team. This is an opportunity to work with a wide range of technologies while helping improve digital services for the citizens of Pennsylvania. DESCRIPTION OF WORK

In this position, you will support the delivery of Commonwealth digital experience initiatives by assisting with Agile project coordination and team facilitation. You will work closely with project managers, product owners, developers, and stakeholders to help ensure projects stay organized, transparent, and on schedule. This role supports Agile teams by helping coordinate Scrum activities, tracking project progress, and assisting in the removal of obstacles that impact delivery. Typical duties include:

  • Supporting Agile project management practices and assisting with Scrum ceremonies, including sprint planning, daily standups, sprint reviews, and retrospectives
  • Assisting in the coordination of project activities and tracking progress against project timelines and deliverables
  • Working with stakeholders to document project scope, requirements, and objectives
  • Supporting the Product Manager to document project scope, requirements, and objectives, conduct business analysis, and prepare documentation to enable smooth implementation and effective change management
  • Helping identify and escalate project risks, issues, or blocked work items to project leadership
  • Maintaining project documentation, status reports, and project tracking tools
  • Assisting with communication between technical teams and business stakeholders
  • Supporting testing coordination and helping ensure business and functional requirements are validated during development and quality assurance activities
  • Monitoring sprint progress and helping track team performance using Agile metrics and project management tools
  • Contributing to project reports and presentations for leadership and stakeholder audiences

This role provides the opportunity to build experience in Agile delivery, digital services, and government technology projects while working with experienced project leaders and development teams.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch. Work hours may be negotiable.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of experience as a Business Analyst 3; or
  • Two years of experience in leading IT systems development or implementation projects and a bachelor's degree; or
  • An equivalent combination of experience and training that includes two years of experience in leading IT systems development or implementation projects.

Additional Requirements:

  • You must have one or more years of experience using Agile tracking tools. These tools must include one or more of the following: Confluence, Azure DevOps, SharePoint, Jira, Microsoft Planner, or similar tools.
  • You must have one or more years of experience preparing or updating project documentation, such as project plans, requirements, meeting notes, status reports, risk or issue logs, or decision logs.
  • You must have one or more years of experience coordinating or supporting project meetings, Agile ceremonies, or stakeholder working sessions, such as stand-ups, sprint planning, sprint reviews, retrospectives, or status meetings.
  • You must have one or more years of experience communicating project information, requirements, risks, issues, or status updates to technical and non-technical stakeholders.
  • You must have one or more years of experience supporting requirements gathering, business analysis, testing coordination, or validation of business and functional requirements.
  • You must be able to perform essential job functions.
