SUMMARY

The Mental Health Program Director reports directly to the Deputy Administrator of Adult Mental Health of the Montgomery County Office of Mental Health/Developmental Disabilities/Early Intervention (MH/DD/EI). The Mental Health Director supports the Deputy in oversight of the public mental health program in Montgomery County. This position supports the effective and efficient service delivery system in order to meet the needs and ensure quality of services for individuals who experience mental illness and their families.

The Mental Health Director provides adept supervision and staff development for members of mental health team, develops relevant policies and procedures and supports compliance with State and Federal regulations. The Mental Health Director is a leader in supporting program development in alignment with stakeholder needs, coordination and implementation of initiatives, and other administrative duties.

This position is situated in the Office of MHDDEI within the Department of Health and Human Services (HHS) which uses a person-centered, holistic and integrated approach to collaboratively provide an accessible network of resources that support Montgomery County residents. The Mental Health Director works collaboratively with other HHS Offices and other County departments. Work is performed with a high degree of independent administrative judgment.

Completes all other tasks as assigned by Deputy Administrator of Adult MH Services.


ESSENTIAL DUTIES AND RESPONSIBILITIES

TheMental Health Director:

  • Effectively builds, maintains and leads a positive, high-performing, outcomes-driven team through effective recruiting, training, performance management, coaching, team building and succession planning.
  • Effectively upholds, cultivates and communicates HHS core values, ensuring they are operationalized in all areas of oversight.
  • Develops and manages initiatives with measurable outcomes.
  • Produces summary reports highlighting key performance indicators.
  • Demonstrates proactive problem solving and ensures management of issues and trends
  • Develops, manages and implements consistent processes and procedures.
  • Other duties as assigned.
Specialized Duties and Responsibilities
  • Assists in the oversight of programmatic management of mental health services for adults.
  • Responsible for supporting planning and program development through the use of formal and informal needs assessments. Needs assessment data is used to develop requests for proposals and for inclusion in the annual State plan.
  • Assists with the completion of various reports to inform the State agency, CSP committee, MH/DD Board, provider agencies and the general public of the status of mental health supports in Montgomery County.
  • Supervisions members of the mental health program unit.
  • Promotes equitable and inclusive access to mental health services and supports.
  • Responsible for assisting the general public, legislators, service provider agencies, and community organizations in obtaining appropriate and available information on mental health services.
  • Responsible for ensuring delivery of training and/or technical assistance either directly or indirectly to families, persons in recovery, community organizations, and service providers.
  • Develops and maintains working relationships with other Health and Human Service (HHS) program and strategic offices, as well as other County departments
  • Active participation in Management meetings, Provider Network meetings, and other key meetings and workgroups.
  • Self-enrichment on current behavioral health services; evidence based practices/promising practices, regulatory changes, and clinical research
  • Other duties as delegated.


QUALIFICATION REQUIREMENTS

  • Master's Degree in Behavioral Health, Human Services/Social Welfare or related studies.
  • Minimum of 5 years' experience in Behavioral Health.
  • Public Mental Health System experience is preferred.
  • Knowledge of applicable laws and regulations.
  • Ability to exercise judgment and discretion in interpreting and implementing departmental, state, federal and local regulations, policies and procedures.
  • Knowledge and practice in program management and problem resolution.
  • Knowledge of modern basic principles and practices of management and supervision.
  • Knowledge of the structure, organization and methods of public mental health agencies and institutions.
  • Experience presenting to organizational leadership.
  • Ability to utilize commonly used business tools such as MS Office products.
