Office of International Collaboration and Export Control:

The UCF Office of Research is comprised of several units and departments, including the Office of International Collaboration and Export Control (OICEC). OICEC assists UCF researchers with meeting export control compliance requirements and mitigating risks related to inappropriate foreign influence.

The Opportunity:

The Export Control Analyst II is a critical role within UCF's Office of International Collaboration and Export Control (OICEC) - sitting at the intersection of research, compliance, and global engagement at one of the nation's premier R1 universities. In this position, you'll serve as a trusted subject matter expert and advisor to faculty, researchers, students, and administration, helping navigate the complex federal regulations that keep UCF's research enterprise moving forward. From EAR/ITAR classification and restricted party screening to research agreements and foreign shipment review, you'll touch every dimension of export control compliance. It's a unique opportunity to do meaningful, high-impact work that matters at a national scale.

Responsibilities:

Compliance Review


  • Review research project proposals, shipments, and travel to identify any export control restrictions that may or may not apply. This includes but is not limited to the review of request for proposals, shipments, travel, government sponsored research announcements, technical proposals, certifications, and other related research project documents.

  • Under the supervision of the Export Control Manager, determine the export control classification of technology and maintain, administer, and input acquired recordkeeping data into UCF export control databases.

  • Perform regulatory research on issues related to export controls and issue regulatory and compliance guidance on the day-to-day operation and implementation of the University's export control compliance program.


Agreement Review

  • Review and assist in the negotiation of university agreements from an export control perspective. Agreements include, but are not limited to, research agreements, data use agreements, purchase agreements, IP agreements, non-disclosure agreements, and material transfer agreements.

Program Administration & Recordkeeping


  • Draft and implement export compliance protocols on sponsored program and non-sponsored program, activities. This task includes the identification of export control restrictions, drafting and implementing Technology Control Plans (TCPs), and monitoring implemented TCPs in accordance with the U.S. Export Control Regulations.

  • Perform miscellaneous job duties as assigned.


Minimum Qualifications:

Bachelor's or Master's degree and 2+ years of relevant experience or an equivalent combination of education and experience pursuant to Fla. Stat. 112.219(6).

Preferred Qualifications:


  • 3+ years of experience supporting or administering export control activities.

  • Experience in U.S. government regulatory or compliance environments, including export control-related compliance.

  • Experience working within a university, higher education, or similarly complex institutional environment.

  • Understanding of licensing applications to the U.S. Departments of Commerce and/or State, including familiarity with federal electronic systems for export licensing and trade transactions (e.g., BIS SNAPR, DDTC DECCS, Customs ACE).

  • Experience with conducting restricted party screenings and a minimal knowledge of restricted party screening tools such as Visual Compliance or similar tool.

  • Demonstrated ability to develop and present training material to individuals and groups of colleagues and stakeholders.

  • Strong skills in organizing, setting priorities, and accomplishing tasks in time-sensitive problem-solving situations.


Special Instructions to the Applicants:

The anticipated salary range for this position is $64,518 - $80,648. The final salary will be determined based on the candidate's qualifications, experience, and internal equity considerations.

Position requires a valid Class E driver's license. This position may involve driving to various locations on and off campus to conduct University business.
