Project Manager

POSITION SUMMARY: The IT Project Manager leads strategic information technology projects from inception through delivery, ensuring that solutions are delivered on time, within scope, and within budget while advancing organizational goals. This role is responsible for initiating and developing projects, defining project goals and success criteria, and determining how progress and outcomes will be measured and tracked.

Acting as the primary liaison between business stakeholders, technical teams, vendors, and leadership, the IT Project Manager translates business needs into actionable project plans and manages the full project lifecycle. The incumbent works directly with business partners to ensure that deliverables fall within the approved scope and budget, and coordinates with other departments to ensure all aspects of each project are compatible with existing processes, technology standards, and regulatory or security requirements.

The IT Project Manager motivates and directs cross-functional teams, proactively manages risks and issues, and provides clear, timely communication and reporting to ensure transparency and informed decision-making.

REPORTING RELATIONSHIPS: This position reports to the Director of PMO and is highly collaborative with all members of the BBSI team.

KEY RESPONSIBILITIES

Project Planning & Initiation

  • Lead the initiation of IT projects, including defining project objectives, scope, deliverables, success criteria, and high-level timelines.
  • Develop technology solution delivery methodology (waterfall, agile, hybrid), detailed project plans, schedules, resource allocations, and budgets in collaboration with sponsors and stakeholders.
  • Conduct feasibility assessments, impact analyses, and preliminary risk assessments to support go/no-go decisions.

Execution & Delivery

  • Manage day-to-day project activities, ensuring milestones are met and deliverables are completed according to quality, scope, and budget expectations.
  • Coordinate and direct cross-functional project teams, including internal IT staff, business subject matter experts, and third-party vendors.
  • Monitor and control project performance using appropriate tools and techniques; track progress against plans and adjust as needed.

Stakeholder & Communication Management

  • Serve as the primary liaison between the project team and management, ensuring alignment with business goals and expectations.
  • Prepare and deliver regular project status updates, dashboards, and executive-ready progress reports, including timelines, risks, issues, and financials.
  • Facilitate key project meetings (kickoffs, stand-ups, steering committees, design reviews, lessons learned, etc.).

Risk, Issue, and Change Management

  • Identify, analyze, and manage project risks and issues; develop and execute mitigation and contingency plans.
  • Manage change requests, assessing impacts on scope, schedule, budget, and resources, and obtain appropriate approvals.
  • Ensure adherence to organizational governance processes, policies, and standards.

Budget & Resource Management

  • Develop and manage project budgets, forecasts, and cost controls; ensure projects remain on or under budget.
  • Identify resource needs, secure necessary staffing and vendor support, and optimize utilization of project resources.
  • Work with procurement and vendor management as needed to negotiate contracts, manage external partners, and track vendor performance.

Quality Assurance & Compliance

  • Define and oversee testing strategies and acceptance criteria in collaboration with QA and business teams.
  • Ensure solutions meet functional requirements, technical standards, security and compliance policies, and user experience expectations.
  • Support user training, documentation, and transition-to-operations activities to ensure successful adoption and sustainment.

QUALIFICATIONS

Education

  • Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field required.

Experience

  • 5+ years of experience managing IT projects (applications, infrastructure, integrations, cloud, or digital initiatives) or equivalent combination of education and experience.
  • Proven track record leading medium to large, cross-functional projects through the full project lifecycle.
  • Experience working with business stakeholders, technical teams, and external vendors/partners.
  • Experience with both traditional (Waterfall/PMBOK) and Agile/iterative delivery methodologies preferred.

Certifications (Preferred)

  • Project Management Professional (PMP), PRINCE2, or equivalent.
  • Agile or Scrum certifications (e.g., CSM, PMI-ACP, SAFe) considered an asset.

KNOWLEDGE, SKILLS & ABILITIES

  • Strong understanding of IT concepts, systems, infrastructure, software development, and/or cloud solutions.
  • Solid command of project management practices, including scope, schedule, cost, risk, quality, and stakeholder management.
  • Proficiency with project management and collaboration tools (e.g., MS Project, Jira, Confluence, Smartsheet, or similar).
  • Excellent communication and presentation skills, with ability to convey complex technical topics to non-technical audiences.
  • Strong leadership, negotiation, and influencing skills; able to motivate and guide cross-functional teams without direct authority.
  • Demonstrated analytical and problem-solving abilities, with a focus on practical solutions and decision-making.
  • High level of organization, attention to detail, and ability to manage multiple priorities in a dynamic environment.
  • Customer- and business-focused mindset, with the ability to align technology initiatives to strategic and operational goals.

WORKING CONDITIONS

  • Office and/or hybrid, depending on project and organizational needs. Office is located in Vancouver, WA.
  • May require occasional evening or weekend work to support deployments, cutovers, or critical project milestones.
  • Occasional travel may be required to meet with stakeholders, vendors, or project teams.
