The Broward County Board of County Commissioners, Transportation Department
is seeking qualified candidates for the position of Transit Manager of Safety in the Safety and Security Division. Please ensure you complete the application in its entirety and include all information you want considered.
GENERAL DESCRIPTION
Manages and directs all safety-related functions within the Transit program. The Transit Manager of Safety works under administrative supervision and collaborates with agency management to ensure compliance with all safety procedures by overseeing, developing, and implementing policies and programs related to the safety of personnel, equipment, and facilities. The Transit Safety Manager provides direction and guidance to agency staff and contractors (including Community Shuttle and Paratransit providers), establishing and emphasizing a strong culture of safety and ensuring the administration of safety standards across all transit operations.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Requires a Bachelor's degree from an accredited college or university with major coursework in business, transportation, or any field other than engineering or the hard sciences.
(One year of relevant experience may be substituted for each year of required education.)
Requires four (4) years in transit management or closely related experience including two (2) years of supervisory experience.
SPECIAL CERTIFICATIONS AND LICENSES REQUIRED
Possess and maintain a valid Florida Class E Driver's License for duration of appointment and maintain authority to drive for County business.
PREFERENCES
Master's Degree or higher in field related to area of assignment
Certified Safety Professional
Transit Safety and Security Program Certification
World Safety Organization (WSO) Bus Certification
OSHA 30 Hr. Certification
Federal Transit Administration (FTA) Project Safety Certification
Three (3) or more years experience preparing reports (monthly, quarterly and annually) for National Transit Database, Federal Transit Administration, or other transportation related external agency.
Three (3) or more years experience in regulations, standards, guidance, and industry best practices of Florida Department of Transportation (FDOT) 14.90
Three (3) or more years supervisory or management experience in a union environment interpreting and administering Collecative Bargaining Agreements (CBAs) and representing the agency at hearings.

SCOPE OF WORK
-
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary. Advises the Transit Director of Safety and Security on all safety compliance matters and recommends preventative actions.
Serves in an on-call capacity to respond to after-hours safety-related issues and ensure timely, appropriate resolution.
Plans, develops, recommends, and implements safety policies and procedures in compliance with local, state, and federal rules and regulations (including FDOT, FTA, OSHA, etc.).
Develops and delivers safety training to employees and internal/external stakeholders.
Creates and maintains reports, files, training records, accident/incident databases, and tracks safety metrics and trends.
Performs periodic safety inspections; conducts safety meetings (including Accident Review Board); prepares written reports; and makes recommendations for corrective or preventative measures.
Responds promptly to incidents, conducts post-accident investigations, identifies root causes, and recommends preventative measures and/or corrective solutions.
Updates and coordinates safety programs, including Emergency Action and Evacuation Plans, Hazard Communication Program, Lockout/Tagout Program, Exposure Control Programs (Bloodborne Pathogens, TB), Hazard Assessment and PPE Program, Hazard Communication Standard (HCS), and Safety Data Sheets (SDSs).
Investigates and reviews accidents and workers' compensation injuries to determine preventability and assist with claims management.
Represents Broward County Transit (BCT) in safety meetings, conferences, and related forums.
Collaborates with internal and external stakeholders on audit preparation, documentation, and response activities.
Supervises staff and develops documents, and analyzes Key Performance Indicators (KPIs), making recommendations for improvement.
Performs ride checks to inspect and identify hazards along bus routes, stops, and relief points; recommends improvements to enhance safety of bus stops and routes.
Provides effective leadership by supervising staff, communicating expectations, guiding teams through organizational change, resolving conflicts, motivating and coaching employees, and fostering a positive team-oriented environment.
Performs Human Resources functions, including interviewing candidates, administering disciplinary actions in accordance with policy, and evaluating employee performance to support development and ensure accountability.
Performs other related duties as assigned.
