Municipal Team Leader

Are you an Engineering leader who is successfully delivering major Transportation projects for Municipalities in Fort Worth, Texas? Garver is seeking a
Transportation Municipal Team Leader to join our growing team to build and oversee a dynamic portfolio of profitable municipal projects in the City of Fort Worth and the surrounding municipalities. In this role, you will be responsible for the operational and strategic direction of a highly talented team including profitable growth, client development, and project delivery. You will be provided all necessary tools, resources, and guidance needed for success. Our leader must be an effective "doer/seller" with the ability to balance team, project, and client management, as well as business development simultaneously.
Responsibilities:
- Lead business development activities, including direct client interaction and engagement.
- Develop a strategic business plan and oversee the hiring of team members to assist in the execution of the plan.
- Procure, manage, and execute municipal transportation projects for Garver.
- Perform project management, subconsultant coordination, project and task scheduling, contract scope and fee development/negotiations, design team management, civil design, plan production oversight, cost estimating, client management, business development.
- Provide technical expertise to serve as a project leader and technical advisor on municipal transportation projects.
- Participate in marketing activities such as proposal, letters of interest, interviews, and presentations
- Foster collaboration between design teams and specialized service providers.
Minimum Requirements:
- Bachelor's degree in civil engineering from an ABET-accredited program.
- Licensed as a Professional Engineer (PE) in the State of Texas.
- 10+ years of experience managing diverse municipal transportation projects with a successful track record of delivery on projects for various municipalities (Fort Worth Area west of Mid-Cities preferred).
- Practical working knowledge of the American Association of State Highway and Transportation Officials (AASHTO) Green Book, the Roadside Design Guide, the Texas Manual Uniform Traffic Control Device (TMUTCD), and various local municipality design manuals as well as other industry standard design manuals and processes.
- Experience with AutoDesk Civil 3D, MicroStation, Geopak, OpenRoads Designer, and/or other roadway design software.
- Strong written and verbal communication skills.
- Strong working knowledge of Microsoft Office.
The ideal candidate must have:
- Team leadership skills to recruit, develop, mentor, and oversee a highly motivated team; coordinate workload with other regional teams; and be accountable to senior management for team portfolio performance.
- Project management skills to prepare scope-of-work and level-of-effort estimates for contract proposals, and to lead and manage teams for successful execution of contracted scope, budget, and schedule.
- Technical experience in all aspects of a typical municipal transportation project including but not limited to roadway/intersection design, drainage design (closed and open systems), water system design, sanitary sewer system design, construction sequencing and traffic control, and utility relocation coordination.
- 10+ years of team management experience, including experience leading municipal transportation projects.
- Strong business development skills along with prior experience managing projects and clients.
Preferred Skills:
- Previous experience in consulting engineering with a primary focus on municipal transportation projects
- Experience with AutoDesk Civil 3D and/or Bentley Microstation+Geopak/OpenRoads Designer.
- 3D modeling experience.
