Overview

The Future Propulsion Plant program needs a Program Representative to coordinate and oversee Electric Boat's support of the Naval Nuclear Laboratory (NNL) Advanced Technology Innovation Pipeline (ATIP) Program. EB is funded to support this program under the Future Propulsion Plant (FPP) Programs Office.

The position will report to Joseph T Masucci, Sr. Manager of the FPP Programs. The position will require focus and dedication, working with the FPP Programs Office, program finance and NNL to provide EB engineering support to NNL projects and manage EB ATIP projects. The position will work closely with the ATIP Engineering Manager and interface continually with EB engineering managers task leads, the NNL ATIP project managers, and NNL personnel conducting ATIP research.

The ATIP Program Representative will be responsible for tracking cost and schedule performance of the ATIP program, coordinating, tracking and reporting progress of EB tasks and making recommendations to the ATIP Engineering Manager and the Sr. Manager of the FPP Programs for strategic and tactical actions to ensure successful execution of the program. In addition, the ATIP Program Representative will be responsible for ensuring EB is providing timely, expert support to ongoing NNL projects, connecting NNL task researchers with subject matter experts at EB.

The Program Representative for the ATIP Program will work with managers to ensure the successful and rapid execution of technology exploration and development tasks. The job responsibilities are:

    Developing and helping others to develop project execution schedules
  • Input, monitor and report on Artemis activities and Manpower Plans
  • Creating and analyzing program metrics, identifying issues and leading required corrective actions
  • Working with Contracts and Finance to monitor contract and financial/ funding performance
  • Preparation and coordination of meetings to measure progress, identify challenges, and resolution plans with EB task leads
  • Develop ATIP program procedures for down selecting projects and a stage gate-like project development process
  • Support bi-weekly task progressing meetings with the Sr. Manager and the Future Propulsion Plant Programs Office
  • Tracking and reporting on expenditures to the ATIP Engineering Manager, FPP Programs Sr. Manager and EB technical task managers ensure EB is successfully consuming the funding within tight fiscal year constraints, including vendor (material) subcontracts
  • Participate in weekly management touchpoints with ATIP program managers at NNL, providing task execution status, labor statistics and discuss impediments and opportunities
  • Working closely with engineering task leads to drive solutions that support both technical and program objectives
  • De-conflicting competing priorities and managing program risk
  • Assist in planning and executing design reviews with the NNL and Naval Reactors (NR) leadership regarding task progress, schedule, costs and issues


Qualifications

Required:

  • Bachelor's of Science Degree in Engineering
  • 5+ years of experience in a related technical field
  • Project management and team leadership experience

Preferred:

  • Active Secret clearance
  • Experience in a related field (e.g., Engineering, Program Office)
  • Strong understanding of EB's Engineering, Design, Planning and construction practices
  • Experience working with EB business systems (e.g., Artemis, Manpower Planning, financial data)
  • Experience working with NNL and NR is highly desirable
  • Working knowledge of Earned Value Management (EVM)
