The Compliance and Risk Management Specialist, as part of the Quality Improvement & Assurance team, leads efforts to track, interpret, and implement state, federal, and local healthcare regulations impacting CCH's integrated health services, with a primary focus on Colorado Behavioral Health Administration (BHA) licensure and related requirements. This role develops and updates related policies and procedures, conducts audits and training, and communicates requirements across departments to support alignment with evolving standards. By combining regulatory expertise with proactive monitoring, analysis, and staff guidance, the Specialist ensures compliance, mitigates risk, and promotes a culture of integrity, patient safety, and high-quality care in support of CCH's mission.

  • Valid driver's license required. This requirement may be waived, if necessary, based on overall candidate experience and current needs of the business.

Essential Job Functions

  • Act as a key resource for understanding and ensuring the organization's compliance with Colorado Behavioral Health Entity (BHE) licensure requirements and related regulations promulgated by the Behavioral Health Administration (BHA).
  • Assist in developing, reviewing, and updating internal policies and procedures to ensure alignment with Colorado behavioral health standards and optimal operational efficiency.
  • Support compliance with core FQHC regulations, including HRSA Health Center Program requirements (Section 330), Federal Tort Claims Act (FTCA) deeming/re-deeming requirements, HIPAA Privacy and Security rules, and Medicare/Medicaid/340B program rules.
  • Maintain an organizational regulatory database to capture requirements, deadlines, updates, and assigned responsibilities.
  • Develop, update, and manage policies and procedures to ensure compliance with applicable laws, regulations, and contracts.
  • Develop, maintain, and deliver staff-facing compliance and quality assurance resources and training, including a compliance library, webinars, and other training materials, to support ongoing education, continuous quality improvement, and organizational readiness.
  • Provide technical assistance and guidance to staff and leadership on regulatory requirements, policy changes, and compliance obligations.
  • Prepare and deliver regular summaries and reports to leadership regarding regulatory updates, risks, and organizational impact.
  • Assist in performing annual and ad-hoc risk assessments across clinical and operational areas, analyzing identified risks, and collaborating with departments on mitigation strategies.
  • Support the administration of the organization's incident reporting system, ensuring timely review, investigation, and follow-up on reported events, making recommendations for process improvement to reduce future risk.
  • Conduct and document investigations into reported compliance concerns, incidents, and potential violations, working with management to develop and track corrective action plans.
  • Collaborate with program leadership to identify compliance gaps, recommend corrective actions, and support continuous quality improvement efforts.
  • Ensure timely & accurate use of all company systems as required while maintaining complete up-to-date records and any future upgrades as directed.
  • Performs other job duties as assigned.

Qualifications Summary

  • Demonstrated experience and strong working knowledge of Colorado state-level behavioral health licensing requirements (e.g., BHE rules, 27-65 designations) and regulations.
  • Expertise in researching, interpreting, and applying complex Colorado state regulations, especially those governing behavioral health services.
  • Exceptional analytical skills with the ability to perform complex compliance audits, synthesize data, and develop effective corrective action plans.
  • Experience collaborating across departments and communicating complex regulatory requirements to diverse stakeholders.
  • Ability to manage multiple projects in a dynamic environment with respective stakeholders.
  • Education and Experience
  • Bachelor's degree in Healthcare Administration, Public Health, Business, Behavioral Health, or related field preferred.
    Minimum 2+ years of experience in healthcare compliance, risk management, regulatory affairs, or quality improvement required; preferably within an FQHC, community health setting, or an entity with behavioral health services.

$66,752 - $76,765 a year
