This position will be located onsite in Las Cruces, New Mexico.
Job Overview
The Transportation Specialist will serve as the transportation technical support point of contact (POC) to the White Sands Test facility (WSTF). The Specialist will perform a variety of duties requiring an advanced understanding of the governing transportation/fleet systems, programs, policies, work methods, or other established guidelines.
Responsibilities
Essential Duties & Job Functions:
Provides transportation service support to NASA/WSTF site and the logistics team to include but not limited to:
- Overseeing the operational aspects on ongoing transportation/shipping projects and serves as liaison between Government Project Management and Planning, Project Team, and Line Supervision.
- Category official for both Initial and Recurrent DOT Hazardous Materials training for locations such as (NASA WSTF, NASA JSC, NASA -MSFC, NASA-HQ, federal employees, contractors, subcontractors, and other offsite personnel). Maintain NASA WSTF specific DOT hazardous materials training regimen unique to specific departmental requirements to comply with federal requirements.
- Reviewing and verifying shipments of hazardous and dangerous goods for air and surface movement accordance with dangerous/hazardous Article Tariffs and International Air Transportation Association publications. Oversee and assist in the shipment of hazardous material shipments by communication to NASA WSTF requestors the need for SDS, spec sheets and other support data used to classify the hazmat shipment.
- Manage, maintain, and submit various, weekly, monthly, quarterly, and annual reports. Research, analyze, and submit reports utilizing excel spreadsheets, to upper management and government entities based on noted criteria.
- Provide oversight to the Transportation Analyst in generating, managing, and maintaining preventative maintenance schedules for WSTF and GSA Vehicles, and material handling equipment.
- Interceding on behalf of the NASA WSTF Propulsion and NASA WSTF Laboratory Departments on all inbound and outbound hypergolic shipments. Interreacting with the DLA and VSFB with verification of the hypergolic documentation and maintain a unique hard copy file for the NASA WSTF Propulsion and NASA WSTF Laboratory Departments on all inbound and outbound hypergolic shipments.
- Procure transportation services (i.e., ground and or air freight) for unique highly hazardous materials, overweight and/or over dimensional inbound and/or outbound NASA WSTF shipments by obtaining rate quotes then communicate the pertinent rate quotes to aid in the selection of the proper freight forwarder.
- Reviewing all NASA WSTF shipping forms for accuracy and communicating with NASA WSTF customers on the NASA WSTF shipping process and the pertinent shipping forms required for their shipments. Assist is assigning unique WSTF voucher numbers for every shipment that leaves NASA WSTF.
- Interacting and ascertain the pertinent packaging requirements and/or customer requirements regarding outbound shipments considering the possible flight hardware, hazmat, NASA Property control and/or international shipping requirements that may affect packaging, labeling and/or documentation.
- Oversee international shipping and assist NASA WSTF requestors with the rigors of exports which may include showing how to gain access to the JSC Export database and acting as a liaison with the NASA WSTF Export Control rep and the NASA WSTF requestors.
- Assist with the import of materials that will be tested at NASA WSTF which may lead to asking for JSC personnel to clear NASA WSTF shipments through US Customs.
- Maintain the supplies for the sealed air packaging system used for flight hardware and flight like shipments. Includes maintaining supplies of the A and B chemical used in the sealed air packaging system. Maintain the service agreement with the local El paso vendor who periodically works on the sealed air packaging system.
- Interface with the Business Office to assist with timely payment of freight bills.
- Assisting the Logistics Supervisor in developing key performance indicators (KPI) for metrics for each department to monitor and improve departmental performance.

Job Requirements
Mandatory:
- Position requires a minimum of four (4) years of college in Business Administration, Logistics Management, or related field plus four (4) years of progressively responsible experience in transportation and/or fleet management or any equivalent combination of education/experience for a total of eight (8) years of direct experience.
- Use of MS Office Tools; Excel and Word at an intermediate to advance proficiency level.
- Requiring good analytical capability.
- Ability to pass pre-hire background and drug screen.
- Ability to obtain and maintain the required level clearance.
- U.S. Citizenship.
- Valid state driver's license with acceptable driving record.
Working Conditions:
- Desk/office, warehouse, and hazardous testing areas.
- Some field work will be necessary. Travel to remote sites/locations will be required.
- Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand is required to access various locations on the facility.
- Work hours are subject to change, with weekend and/or holiday work as needed. May be required to work outside normal duty hours.
Physical Requirements:
- Work is performed primarily in an office setting. This job may involve walking, standing, bending, reaching, and handling of items weighing up to 40 pounds.
- Work requires the ability to operate a computer and work in a standard office and warehouse environment, effectively communicate information in verbal and written form, read and review information and charts, perform analytical thinking skills, use sound judgement.
- Position is located on a hazardous testing facility; must be able to quickly evacuate buildings in the event of an emergency.
