Overview
Abacus Technology is seeking an experienced manager to help the firm operate, grow, and advance its Federal Government Civilian Agency business base.
Responsibilities
This full-time position's primary role is to actively assist the Officer-in-Charge and Business Development Executive for civilian programs in identifying, qualifying, and capturing both task order based and new strategic service delivery opportunities. Key activities are as follows:
Respond to ad hoc sources sought notices/RFIs and contribute to marketing briefings and other presentation materials as need arises
- Attend targeted customer site visits, trade shows, and professional conferences to gather and convey market intelligence on upcoming requirements and emerging industry trends
- Participate in competition/teaming discussions and bid/no bid decision making to include development of SWOT analyses, capability matrices, and step review checklists
- Support proposal development by sharing customer/capture insights; engaging in win theme/ solutioning sessions; drafting/recovering volume responses; serving as color team reviewer; and contributing to pricing strategy as appropriate.
Additional duties and responsibilities are outlined below:
- Serve as focal point for administering/managing select BPAs, GWACs, and IDIQs to include maintaining close relationships with teammates and collaborating with subcontractors on workshare/workplans in concert with company goals
- Assist with new task order/contract transitions, providing program management oversight of small to medium IT and A&AS projects to include:
- Interfacing with clients to ensure accomplishment of all service delivery and status reporting requirements within agreed upon milestones and quality thresholds
- Coordinating with members of back office functional groups to ensure all personnel onboarding and contractual obligations are being met within time and budget constraints
- Support Executive Management Team in pursuit and achievement of corporate certifications (e.g., ISO, CMMI, CMMC) and other enterprise initiatives (e.g., generative AI, risk management programs, continuous process/service delivery improvement).
Qualifications
- Bachelor's degree in technical, management, or business communications field
- 10 years of progressive consulting experience, including project management, within the Federal civilian agency marketplace
- 5 years of demonstrated proposal life cycle experience to include hands-on involvement in the development of technical and management sections, transition and staffing plans, past performance citations, and key personnel resumes
- Competency in one or more of the firm's core technical service areas (i.e., telecommunications, cybersecurity, systems integration, software engineering)
- Familiarity with prominent IDIQ-type contracting vehicles such as GSA Alliant and OASIS+, NIH CIOSP, VETS, NASA SEWP, and FAA ITIPSS
- Strong written and oral communications as well as proven relationship building skill sets
- Ability to prioritize, manage, and independently complete multiple concurrently assigned tasks
- Proficiency in Microsoft Office or MS365 applications
- Value-added subject matter expertise in leading edge technologies and best practice methodologies (e.g., cloud computing, DevSecOps, data analytics) a plus
- PMP, ITIL, and/or CMMI Associate certifications desirable.
