Job Summary:

The Security and Emergency Management Program Manager (SEMPM) is responsible for creating and maintaining a comprehensive Security and Emergency Management Program across all facilities. The SEMPM ensures compliance with regulatory agencies (Joint Commission, OSHA, etc.), manages physical security risks, and oversees emergency preparedness activities, including mitigation, preparation, response, and recovery.


Essential Functions and Responsibilities:

  • Works with leadership to maintain a safe environment for staff, patients, volunteers, and visitors.

  • Oversees physical security operations and contracted security personnel.

  • Develops and maintains enterprise-wide security policies and procedures to minimize risk.

  • Promotes security awareness through training and continuing education.

  • Coordinates Environment of Care reports, management plans, and annual reviews.

  • Chairs the Emergency Preparedness Committee and represents the organization in regional emergency management groups.

  • Directs oversight of Emergency Operations Plans for hospitals and non-hospital facilities.

  • Designs and executes emergency drills and exercises to assess readiness.

  • Participates in regional emergency exercises and incidents.

  • Performs other duties as assigned.


Qualifications:

  • High school diploma or equivalent required; Bachelor's degree preferred.

  • Minimum of four years' experience in law enforcement or security field, with at least two years in a healthcare environment required.

  • At least two years in a supervisory role related to security or emergency management required.

  • FEMA certifications (IS-100, IS-200, IS-700, IS-800) required within 12 months of hire.

  • Certified Federal Emergency Management Specialist or Certified Healthcare Emergency Professional (CHEP) certification required within three years of hire.

  • Knowledge of healthcare regulatory requirements and strong communication skills (oral and written) required.

  • Certifications in Security and Emergency Management Leadership preferred.

Physical Requirements: Job requires frequent (34-66% of workday) standing, walking, bending, squatting and use of arms and hands; occasional (0-33% of workday) sitting and climbing; ability to lift 35 lbs.; ability to push and pull up to 20 lbs.; auditory and visual skills to include peripheral and color determination.

Mental Requirements: Possesses strong analytical thinking and problem-solving skills, detail oriented; ability to adapt to change, effective communication and ability to collaborate with a multi-disciplinary team.

Environmental Requirements and Exposure Hazards: Risk of exposure to radiation and toxic chemicals. Potential for exposure to bloodborne pathogens; must be able to wear appropriate personal protective equipment. Potential exposure to extreme temperatures.
