Systems Engineer

Responsibilities

The Sponsor requires a systems engineer with experience in integrating business systems in support of telecommunications systems. The systems engineer must be able to analyze, document, and evaluate current business processes and recommend changes to improve efficiency and stability. The processes include provisioning voice systems, billing for voice-related products, collection and processing of telephone detail records, and interfacing with other systems.

The systems engineer must have knowledge and experience in multiple technical areas including both Linux and Windows Server operating systems, Oracle and other database technology, Structured Query Language (SQL), Shell Scripting.

Responsibilities include, but are not limited to, the following:

  • Understanding, documenting, and evaluating existing telephone business systems interface, processes, and systems.
  • Evaluating and reviewing possible products to replace existing systems.
  • Developing a plan to transition from the existing system to the new system with minimal impact on the business.
  • Hands-on capability to install software, run database queries, troubleshoot software, writing shell scripts and SQL Queries.
  • Developing security accreditation documentation and obtaining accreditation for new systems.
  • Developing and testing interfaces with the other systems.

Qualifications

  • Must possess and maintain a TS/SCI clearance with Polygraph
  • A degree (or equivalent experience) in Computer Science, Information Systems, Engineering, Business, or a scientific or technical discipline
  • BS 10-12, MS 8-10, PhD 5-7
  • Ability to fully coordinate project schedules
  • Ability to coordinate information flow between all programs and organizational managers.
  • Ability to establish functional and technical specifications andstandards, solve hardware and software interface problems, define input/output parameters, and ensure integration of the entire system or subsystem.
  • Provide a total system perspective including a technical understanding of relationships, dependencies, and requirements of hardware and software components.
  • Ability to work in a dynamic and challenging environment
  • Ability to coordinate with engineers, systems analysts, programmers, technicians, scientists and top level managers in the planning of programs
  • Ability to apply critical thinking to identify strengths and weaknesses of alternative solutions, conclusions or approaches to problems
  • Identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system
  • Ability to work with other Business Enterprise, Program, and Project Managers to understand existing processes and interfaces
  • Some knowledge of the Sponsor's IP networks
  • Skills, certifications and demonstrated experience:
    • Linux/Windows Server operating systems
    • Oracle Database management
    • Shell Scripting, SQL Queries
    • Knowledge of the security issues and mitigations for telephony digital and VoIP systems
    • Systems Engineering and Systems Integration
    • Security accreditation process and documentation

Desired Qualifications:

  • Experience with Ruby on Rails, PowerBuilder, and/or Avaya Telephone systems
  • Excellent customer service skills
  • Ability to assist the Sponsors to understand the history and issues associated with existing and new telephone contracts
  • Ability to review and advise sponsors about changes that must be made to contracts
  • Ability to assist in building the annual budget for telephone back-office systems
