Cloud Migration Engineer (for Proposal bid)

Job Description:

The Cloud Migration Engineer will design, build, and execute repeatable migration and modernization patterns to move Rural Development (RD) applications into the FedRAMP Moderate government cloud, working within USDA OCIO/DISC landing zones and governance.

Note: This role is for a proposal. Offer will be contingent upon proposal award which is scheduled for approximately

Duties/ Responsibilities




  • Implement migration and modernization patterns for RD applications, including re-hosting, re-platforming to managed services, and refactoring to containerized or microservices-based architectures.



  • Build and maintain Infrastructure as Code (e.g., Terraform, Bicep) for cloud resources in accordance with USDA security baselines, tagging standards, and OCIO/DISC governance.



  • Configure and support secure application connectivity to mainframe, on-prem, and cross-cloud systems using USDA-approved private connectivity options and enterprise services.



  • Implement and maintain CI/CD pipelines (e.g., GitHub Actions or similar) with automated build, test, security scanning, and deployment steps aligned to DevSecOps practices.



  • Perform environment setup, configuration, and hardening for compute, storage, networking, identity, logging, and monitoring in the USDA cloud environment.



  • Execute migration waves and cutovers, including data migration, configuration changes, smoke testing, performance validation, and rollback planning.



  • Troubleshoot and resolve application, infrastructure, and performance issues in test and production cloud environments, coordinating with architects, security, and OCIO/DISC teams as needed.



  • Contribute to operational runbooks, standard operating procedures, and knowledge transfer materials to support long-term sustainment by RD staff.



  • Support cost-optimization activities through right-sizing, scheduling, and use of managed services and by ensuring accurate tagging for chargeback/showback.




Required Skills/Abilities




  • At least one current cloud certification at the associate or professional level (e.g., AWS Solutions Architect Associate/Professional, Azure Administrator/Architect).



  • Practical experience with Infrastructure as Code (Terraform, Bicep, ARM/CloudFormation) and configuration of core cloud services (compute, storage, networking, IAM).



  • Experience building or supporting CI/CD pipelines and integrating security and quality checks into the pipeline.



  • Familiarity with container technologies (Docker, Kubernetes or equivalent) and cloud-native services (managed databases, message queues, API gateways).



  • Understanding of security and compliance requirements in regulated environments (FedRAMP, FISMA, NIST 800-53), or readiness to quickly align to these standards.


  • U.S. Citizenship required


Nice to Have Skills




  • Prior work in federal agencies or other highly regulated environments, especially those operating within shared enterprise landing zones and strict governance models.



  • Experience participating in RMF/ATO activities, security control implementation, and supporting documentation for audits and authorizations.



  • Hands-on involvement in one or more large-scale migration projects, including cutover planning, performance tuning, and post-migration stabilization




Education and Experience:




  • Bachelor's degree in Computer Science, Information Systems, Engineering, or equivalent work experience.



  • At least one current cloud certification at the associate or professional level (e.g., AWS Solutions Architect Associate/Professional, Azure Administrator/Architect).



  • 4+ years of hands-on experience implementing cloud solutions (IaaS/PaaS) and application migrations in AWS, Azure, or another major cloud provider.
