Job Summary

Is responsible for the development, maintenance and implementation of the QA Project Plan (QAPP) to ensure compliance with governing regulations, license bases commitments, and contract requirements. Provides leadership for the project regarding QAPP implementation. Ensures adequate quality assurance (QA) resources are budgeted, trained and qualified to support project objectives and schedule. Assesses effective implementation through QA audit, surveillance and inspection. Is responsible for supporting quality related procurement activities, including review and approval of procurement documents, evaluation and oversight of Suppliers.

Job Duties/Tasks/Responsibilities

  • Develops and implements QA program strategy in support of major project transitions (project planning, program development, license bases changes through the decommissioning life cycle).
  • Establishes, maintains and implements the QAPP to ensure compliance with governing regulations, license bases commitments, and contract requirements.
  • Prepares 10 CFR 50.54(a) evaluations for proposed changes to the QAPP and obtaining NRC approval, as required.
  • Develops and maintains QAPP implementing procedures for QA/QC activities.
  • Reviews and approves all QAPP implementing procedures to ensure compliance with QAPP.
  • Champions and reinforces QAPP requirements with project management organization and project staff.
  • Establishes project specific training curriculums for QA staff and ensures QAPP concepts and practices are incorporated into project training materials
  • Develops project cost and schedule inputs for QA staff, program development, and other required services to effectively support regulatory, license bases and contract commitments.
  • Ensures qualification of QA staff, including certification of Lead Auditors and QC Inspectors.
  • Assures independent oversight of QAPP implementation through QA audit, surveillance and inspection, to verify that the QAPP, applicable policies and procedures, applicable laws and regulations, and applicable codes and standards are effectively implemented.
  • Supports project procurement activities, including development and maintenance of the Procurement Q-List, review and approval of procurement documents to ensure incorporation of applicable quality requirements.
  • Coordinates and conducts, as necessary, Supplier evaluations including initial qualification via audit, review of third party audits or accreditations; annual reviews; QA manual approvals; post-award audits, surveillances, source verification and inspections.
  • Develops and maintains project specific Approved Suppliers List.
  • Plans and directs QC inspection activities for receipt of procured items, plant maintenance and modification activities.
  • Participates in and fosters project Corrective Action Program, including membership in Management Review Committee, Corrective Action Review Board and verifying adequacy of applicable causal analysis, corrective action plans and implementation of corrective actions.
  • Serves as the primary interface with Customer QA audit personnel, and in direct support of Regulatory Agency inspection.
  • Reports periodically to the Project Director on the effectiveness of the QAPP based upon the results of audits, reviews, inspections, tests and other observation activities, as applicable to the scope of work.
  • Manages all QA records generated by the QA staff.
  • Performs other duties as assigned.




Minimum Education, Experience and Certification Requirements
Education

  • Bachelor's or Associate's degree in a technical field; or
  • 10 years of equivalent technical experience

Certifications

  • Active 10CFR50 Licensee Certification as a lead auditor per NQA-1 (preferred)
  • Certification as a Level III Inspector per NQA-1 (preferred)

Required Experience

  • A minimum of 15 years of commercial nuclear power plant or U.S. Department of Energy site experience, with a minimum of 10 years in a QA Management or Supervisory position

Preferred Experience

  • 5 years of Operating/Decommissioning Nuclear Plant experience in a QA Management or Supervisory position
  • 5 years of planning and conducting QA audits/assessments
  • 5 years of experience in program management and/or Quality Engineering



Required and Desired Skills

  • Demonstrated leadership skills
  • Applied knowledge of applicable regulations and national consensus standards
  • QA Program management skills, including proficiency in the development of QA program implementation documents
  • Strong knowledge of QA systems (i.e., training, design controls, procurement engineering, document control and records management, supplier qualifications, construction, maintenance and modifications, inspection and test, M&TE controls, control of nonconforming items, corrective action, audits and surveillances)
  • Confidence with Customer and Regulatory interfaces, including NRC Standard Review Plans for QA Programs
  • Detailed understanding of how to prescribe, apply and assess compliance with applicable codes, standards and regulations
  • Proven ability to manage and monitor project QA activities on a daily basis
  • Cost and schedule acumen


Physical/Mental Requirements and Working Conditions

  • Ability to carry up to 20 pounds; handle and reach below shoulder
  • Ability to use hands to accomplish tasks as assigned
  • Ability to sit, stand, walk, climb and bend/stoop
  • Ability to effectively communicate; speaking, reading, understanding, writing and hearing clear English; pass audiogram in hearing conservation program as required by location
  • Basic math and computer skills; ability to read blueprints
  • Basic hand/eye coordination and depth perception
  • Ability to work inside an office and outside
  • Ability to work alone, work with others, and interact with the public
  • Ability to drive a vehicle, travel overnight and perform under deadline pressure
