One Rutgers Employee Development (OneRED) is the umbrella under which staff development initiatives are housed and is cared for by the Organizational and Talent Development unit. OneRED seeks to promote a culture of continuous learning and professional growth through various programs targeting the university's short- and long-term needs. These programs will have strategic focus and offer multiple modalities for learning.
Posting Summary
Rutgers, The State University of New Jersey is seeking a Organizational and Talent Development Specialist for University Human Resources ( UHR). This position supports programs and initiatives that drive and support the university wide employee development strategy.
Among the key duties of this position are the following:
  • Support the execution of the university wide talent development strategy.

    • Support organizational and talent development programs and initiatives, including projects, systems, learning sessions, and workshops.
    • Manage system administration of performance management, career development, learning management systems, and other HR technologies; track progress, generate reports, and ensure data integrity.
    • Oversee logistics for professional and leadership development programs, including scheduling, coordination, communication, materials preparation, and analytics.
    • Assist with the production planning and moderating of in-person workshops and virtual learning sessions.
    • Develop learning materials such as presentations, manuals, job aids, and multimedia content to support programs, tools, and initiatives.
    • Evaluate program effectiveness using metrics, participant feedback, surveys, ROI analysis, and performance data.
    • Collaborate with subject matter experts, HR business partners, stakeholders, and external vendors to align learning solutions with organizational objectives and needs.
    • Conduct learning needs assessments to identify organizational and individual skill gaps.
    • Stay current with industry research, best practices, and emerging technologies to continuously enhance content and delivery.
    • Assess feedback from employee surveys/focus groups and develop additional methods for gathering info on training/development demands.



  • Support the administration, management, and sustainability of the performance management process.

    • Collaborate on the ongoing development of performance management process and system enhancements.
    • Serve as a subject matter expert on the Rutgers performance management process and system.
    • Provide performance management support to the university supervisors and employees.
    • Collaborate with third-party support partners for the performance management system.
    • Troubleshoot and capture performance management system issues including user and system impact.
    • Create recommendations and test scenarios for system issues identified in partnership with third party support partners.
    • Conduct thorough testing of performance management system resolutions and enhancements.
    • Runs reports within the performance management system and uses reporting tools such as Microsoft Excel and dashboards to analyze, synthesize and visualize data.
    • Ability to use data to form insights in providing recommendations for organizational and talent development strategies and solutions.


  • Support the planning and execution of projects.

    • Manage projects and responsibilities using project planning tools.
    • Achieve specific deliverables for each project that supports identified objectives.
    • Participate in special projects, and performs other duties as assigned.

Minimum Education and Experience

  • Bachelor's degree in Education/Learning and Development, Human Resources Psychology, or related field; or an equivalent combination of education and/or experience.
  • Two (2) years of progressive relevant experience in talent development, organizational development, project management, human resources or an administrative function.
