Description

The Navy & Marine Corps IT BA of Leidos has an opening for a Marine Corps Enterprise Network (MCEN) Program Manager (PM) in the National Capital Region. Exact position location within the NCR to be determined. The SMIT contract will provide secure end-to-end Information Technology (IT) services to more than 400,000 hardware devices and 600,000+ users at over 1,600 Continental United States (CONUS) sites and over 82 outside the Continental United States (OCONUS) site across Asia, Europe, and the Middle East; constituting one of the largest combined

networks in the world.

JOB SUMMARY: The PM will be responsible for the successful execution of all contract requirements and will provide program oversight of the MCEN in support of the Service Management, Integration, and Transport (SMIT) contract. The MCEN PM will be the primary point of contact for government leadership, technical teams, and mission partners, and oversee all aspects of program delivery, including technical, financial, and administrative performance ensuring all contract requirements are delivers on time. within scope. The MCEN PM will oversee all staff augmentation activities and projects for the MCEN. The individual will ensure that all services are delivered efficiently, effectively, and in alignment with the Leidos and USMC strategic goals.

PRIMARY RESPONSIBILITIES:

  • Provide overall program leadership and management, ensuring successful delivery of all contract deliverables in full compliance with the Leidos Code of Conduct and established ethical standards.Serve as the Leidos primary point of contact for Marine Corps stakeholders, and staff augmentation issues.
  • Serve as the main point of contact for the Contracting Officer (CO), the Contracting Offer's Representative (COR), the Government Program Manager, and reports to the Marine Corps Portfolio Director.
  • Represent Leidos in program-related engagements with MCEN Government leadership, ensuring clear communication and alignment on program objectives. Lead and manage a team of Regional Resource Managers organized into specific geographic regions, fostering a collaborative and high-performing environment, free from harassment, retaliation, negative issues.
  • Support the effective recruitment and long-term retention of highly qualified and experienced IT professionals required to meet contract objectives. Maintain overall programmatic (cost, schedule, performance) responsibility for the execution of tasks in support of MCEN.
  • Communicate critical and time sensitive program-related information directly to the Government and other delegated Government personnel.
  • Manage program budgets, resources, and timelines, ensuring adherence to contractual obligations.
  • Prepare and deliver executive-level briefings, dashboards, and performance reports.
  • Manage and exceed all award fee tasks.
  • Manage and exceed all SLR tasks.
  • Ensure compliance with all government regulations and contract terms.
  • Identify, assess, and mitigate program risks
  • Drive continuous improvement in service delivery, resilience, and mission assurance.

BASIC QUALIFICATIONS:

  • Bachelor's degree with 14+ years of overall relevant experience.
  • Specific experience managing and/or executing the planning, provisioning, and delivery of network services and/or other technically complex information technologies services to large organizations either internationally or across multiple US states.
  • Demonstrated experience leading regular communications with the supported organization's senior leadership and direct accountability for all managed activities.
  • Experience managing a government contract or large enterprise customers
  • Seasoned people leader
  • Currently possess a DoD Secret security clearance with the ability to obtain higher clearance as necessary.
  • PMP Certification
  • Experience managing budgets, schedules, and performance metrics.

PREFERRED QUALIFICATIONS:

  • Prior Navy, Marine, MCEN or NMCI experience.
  • Master's degree of MBA
  • Familiarity with acquisition, contracting, or operational environments
