WHAT YOU WILL DO

The purpose of this position is to serve as the manager of the Technical Advisor (TA) team to ensure that technical support is available to developers in the critical stages of the Oregon Centralized Application (ORCA) funding process to develop new multifamily rental homes, acquire and rehabilitate existing rental units, and preserve existing subsidized multifamily rental housing. This team establishes relationships with OHCS/ARH developers, tracks projects in the pre-closing stages of development, and provides technical advice and consultation about OHCS/ARH programs and production that support developer decision making in the funding and construction. This team works collaboratively with other ARH teams on project issue resolution and communication and provides developer insight in program and process planning and implementation. The team responds and may represent the Division and OHCS with external stakeholders and partners, internal requests, nonprofit, for-profit and governmental entities related to programs, processes and other inquiries. In addition to direct supervising, the TA Manager provides leadership, strategic and collaborative internal and external approaches to advising developers, community organizations, jurisdictions, for successful housing development and management in Oregon's diverse communities. The Manager actively and tactically connects the team to key areas of work for assistance, identifies opportunities to engage with community groups and other contributing systems to housing. The selected candidate will have a working knowledge of affordable housing development, financing, and the development and funding processes of OHCS. This position will have knowledge and awareness of housing needs, key institutions and organizations leading and supporting affordable housing development throughout Oregon. The Manager will promote a collaborative spirit within the team and with OHCS customers and stakeholders.

MINIMUM QUALIFICATIONS

Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field.

Affordable Rental Housing Division

Oregon Housing and Community Services (OHCS) provide stable and affordable housing and engage leaders to develop integrated statewide policy that addresses poverty and provides opportunity for Oregonians. OHCS's vision for the state is that all Oregonians have the opportunity to pursue prosperity and live free from poverty.

OHCS's Affordable Rental Housing Division serves as the state's housing finance agency. OHCS provides financial support to create and preserve quality, affordable rental housing for Oregonians of lower and moderate incomes. The Affordable Rental Housing Division administers federal, and state funded multifamily rental housing resources to facilitate the increased availability of safe, decent, affordable housing for Oregonians with low incomes. This includes the development of new multifamily rental units and the acquisition and rehabilitation of multifamily rental units; the preservation of existing subsidized multifamily rental housing and the long-term maintenance of affordable rental housing through asset management and compliance, as well as managing HUD Section 8 Contract for the state of Oregon.

Affordable Rental Housing Division: Planning and Policy Section

The Planning and Policy section of the Affordable Rental Housing division is responsible for the implementation, oversight, and coordination of the division's activities. This includes coordinating and branding division communication; facilitating program development stakeholder outreach; leading training and capacity building efforts; and ensuring opportunities for consistent, transparent engagement opportunities for the division's stakeholders, which will include the planning and coordination of a statewide housing conference. This group is responsible for participating in Agency planning efforts including reporting and metric tracking, as well as leading the federal 5-year Consolidated Planning efforts; planning and programming the use of Agency development resources, developing concepts for legislative agendas, and maintaining agency contracts with the Fair Housing Council of Oregon. This Planning and Policy section collaborates with program and compliance staff on new program development, and leads the operationalization and implementation efforts, as well as facilitating efforts to innovate and streamline existing programs. They lead key efforts and initiatives such as the development of a comprehensive Preservation Strategy, developing a Permanent Supportive Housing programmatic initiative, and providing key expertise and feedback to support the legislative agenda. This section's staff act as the liaison and coordinators on cross-divisional planning efforts as well as connecting with Agency Integrators to ensure programmatic connections with external planning efforts.

Affordable Rental Housing Division: Development Resources and Production Section

The Resources and Development section of the Affordable Rental Housing division administers, through competitive and non-competitive processes, federal, and state funded multifamily rental housing resources to facilitate the increased availability of safe, decent, and affordable housing for Oregonians with low and extremely low incomes. The Section is responsible for the operations of the Oregon Centralized Application (ORCA) processes. It ensures that policy objectives are met while meeting local needs and statewide priorities, establishing measures that long-term affordability is accomplished through its award of resources. The Production and Quality Oversight functions of the Section ensure that funded projects get to financial closing and construction start without delays, monitor construction progress and help problem solve challenges for projects to finish construction and lease up, where Quality Oversight ensures the smooth transfer of projects for long-term compliance and monitoring. The work and functions of the team of Technical Advisors is embedded and work alongside the various Section teams.

Affordable Rental Housing Division: Portfolio Administration Section

The Rental Housing Compliance section of the Affordable Rental Housing division ensures the long-term viability of affordable housing built with public dollars across Oregon. The section monitors the financial viability, physical condition, management, and tenant eligibility of the funded projects and compliance with the state and federal rules and regulations associated with the funding sources, which is in excess of $1.4 billion of assets with over 1,500 properties. This section helps to ensure the existing affordable rental housing stock is safe and decent for the long term. This position is responsible for ensuring projects operate as anticipated while ensuring all federal and state compliance regulations are being met for up to 60 years after the project is built. This section also responsible serves as the Performance Based Contract Administrator (PBCA) for project-based Section 8 housing in Oregon. These activities cover 257 contracts and nearly 10,000 units across the state. The section provides technical support to owners, managing agents, site staff, and residents. Section 8 is a critical federal resource providing affordable housing rental through private property owners across Oregon.
