SUMMARY: Under the general supervision of the V.P., Information & Security, directs the activities of the Information Technology Operations (ITOPS) department in selecting, installing, and maintaining computer hardware and software related technology solutions and services supportive of WFEC's mission and aligned with stated business goals and objectives, for WFEC Information Technology systems.

SUPERVISORY RESPONSIBILITIES: Directly supervises the IT Operations Supervisor and Database Administrator. Indirectly supervises all staff in the Information Technology Operations department.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Include the following, other duties may be assigned. Works with all levels of company management to understand ongoing business needs and priorities to develop an understanding and agreement related to how the Information Technology Operations department can support those needs and priorities. Develops and communicates department and individual work plans which align available resources to WFEC business goals, operational objectives, security objectives, and compliance objectives. Fulfills compliance responsibilities associated with RUS, HIPAA, and NERC critical infrastructure protection regulations. Establishes and maintains a high level of customer service with all internal and external customers, assuring adequate coverage for their dependence on systems and technologies and opens effective communications with their staff and management. Maintains a professional environment and a competent technical staff that can quickly and effectively respond to business needs and respond to unexpected and changing business situations. Establishes beneficial work relationships with outside business partners in executing cost effective contracts for hardware and software support, voice, data, wireless, and internet services. Supports staff with the resources and training needed to effectively complete their assigned tasks. Develops and adheres to department budgets which support all responsibilities but keep department cost to a minimum. Develops, maintains, and tests disaster recovery and business continuity plans which allow WFEC to re-establish needed business capability in the event of a disaster. Participates in various internal teams such as: Emergency Response Team, Incident Response Team, Cyber Security team, and the PeopleSoft Steering team. Fulfills project manager duties for assigned projects. Maintains a high level of effectiveness and reliability for all systems and services provided. Creates and sustains a work environment that addresses employees' developmental needs, recognizes individual and team achievement, provides attention to career progression, stresses customer service and communications, and focuses on quality and effective service and support. Ensures that staff maintains a high level of knowledge regarding industry standards, best practices, technological changes and advancements that may benefit WFEC.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the education, experience, knowledge, skills, abilities, and behaviors required.

Education and Experience: Requires a Bachelor's degree in Computer Information Systems or a related field and ten (10) years of experience directing and supervising the activities of Information Technology staff.

Language Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, customers, and peers.

Math Skills: Ability to add, subtract, multiply, and divide all units of measure, using whole numbers, common fractions, and decimals.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills: Experience with PeopleSoft Enterprise software, Sharepoint, and Microsoft Office products.

CERTIFICATES, LICENSES, REGISTRATIONS: This position requires a current driver's license.

WORK SCHEDULE REQUIREMENTS: Generally, works a weekday daytime schedule but may be required to work weekends and holidays. Travel on short notice may also be required.
