Position Overview

Serves as the senior systems engineer for HM&E cybersecurity and Naval Control System (NCS) integration, providing technical leadership across system architecture, design, and lifecycle engineering activities. This role oversees end-to-end troubleshooting, system validation, verification, and accreditation efforts within both shipboard and laboratory test environments. Leveraging Model-Based Systems Engineering (MBSE) practices, the engineer ensures requirements traceability, technical rigor, and alignment with Navy cybersecurity and RMF standards. The position also drives cross-functional coordination, supports complex hardware/software integration, and helps shape the technical roadmap for secure, resilient, mission-ready NCS capabilities.

Responsibilities



  • Apply systems engineering practices following SEP, CMMI, and IEEE standards; lead requirements decomposition, interface definition, and integration planning


  • Troubleshoot complex hardware/software issues across NCS/ICS, including PLCs, sensors, HMIs, and networked components; perform root-cause analysis and corrective actions


  • Read and create electrical schematics, wiring diagrams, and network topology diagrams; validate interfaces and connectivity for shipboard installations


  • Plan, schedule, and execute integration, functional, and performance tests; develop test plans/procedures; lead release testing and readiness decisions


  • Manage configuration and baselines for hardware/software and documentation using Git, DOORS, SharePoint, and program CMP
  • Support RMF and cybersecurity authorization efforts, including security control implementation and verification, vulnerability remediation, and documentation
  • Employ MBSE frameworks (OMG SysML, UAF, DoDAF) to model systems, interfaces, mission threads, and cybersecurity data flows; ensure concordance across data sets
  • Contribute to data modeling/ontologies (RDF/OWL) and automated reasoning to assess posture and mission impacts; use SPARQL for verification
  • Coordinate installation plans, SOPs, and shipboard/lab configuration loads; oversee drawing packages, logistics artifacts, and trip reports
  • Develop and maintain technical documentation (manuals, diagrams, signal flows, maintenance procedures) and present changes at peer reviews


Required Skills and Experience



  • Expertise in systems engineering for cyber-physical/ICS/NCS environments, including PLCs, HMIs, sensors, and industrial protocols.
  • Proficiency reading/creating electrical schematics, wiring, and network diagrams; strong troubleshooting of network-based systems (TCP/IP, UDP, SNMP, multicast).
  • Hands-on MBSE practice with SysML/UAF/DoDAF; familiarity with CMMI and SEP processes; experience ensuring concordance across system/mission/interface data sets.
  • Experience with configuration management tools and disciplined baselining; ability to lead integration/test planning and execution.
  • Knowledge of RMF, STIG/SRG implementation, vulnerability management, and security control verification in OT environments.
  • Strong technical writing, stakeholder communication, and ability to operate in shipboard, lab, and enterprise contexts.
  • Ability to work effectively remotely in cross-functional teams.
  • Ability to meet deadlines and produce quality work.
  • Proficient in Microsoft Suite software including Outlook, Word, Excel, SharePoint, and PowerPoint.

  • CM/Requirements: Git, DOORS, SharePoint; Issue Tracking: Jira, GitLab.
  • MBSE/Modeling: SysML tools, UAF/DoDAF frameworks; Data/Knowledge: RDF/OWL, SPARQL.
  • Networking/Virtualization: TCP/IP, UDP, SNMP, multicast; Xen/VMware/VirtualBox; OS: Linux/SELinux.
  • Test/Automation: ATRT, JUnit, Jenkins; Code Quality: Sonarqube, Coverity; Cloud: AWS/Azure.


Clearance Requirements

U.S. Citizenship with the ability to obtain and maintain a DoD Secret clearance.

Compensation

The salary range for this position is $92,519. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
