Qualifications

Education and Experience: A bachelor's degree and three years of full-time experience in law enforcement, counseling, social work, or a related social service field.

Substitution of Education for Experience: A graduate degree may substitute for the required experience to a maximum of two years.

NSQs: Applicants for this class must:

  1. Supply a fingerprint sample in a manner prescribed by the TBI for a fingerprint based criminal history records check;
  2. Complete a criminal history and background disclosure form in a manner approved by the appointing authority and agree to release all records involving any criminal history or necessary records to the appointing authority;
  3. Be subject to an intense background investigation in a manner prescribed by the appointing authority, which includes but not limited to a check of State and Federal criminal records, driving history, social media accounts, credit check, education, military, previous employment, drug use, and reference verification.

Overview

An employee in this class is responsible for communicating with, organizing, and providing assistance (e.g., resource referrals) to victims and victims' families directly affected by criminal activity under the investigation of the TBI. Employees in this role provide direct support to victims under close supervision and with limited autonomy. This classification performs responsibilities at the entry/training level under close supervision and guidance of a supervisor. This series has second and third levels that function at a more complex capacity.

*An applicant appointed to this Career Path series will be reclassified to the next higher class in the series after successful completion of a mandatory probation period; `unacceptable' or `needs improvement' performance during the probation period will result in automatic demotion or termination.

Responsibilities

  1. Communicates the victims' rights, the investigative process, the criminal justice process, and available supportive services to victims and witnesses involved in Tennessee Bureau of Investigation (TBI) investigations in compliance with federal and state law.
  2. Provides basic crisis intervention and emotional support to victims.
  3. Assists victims in gathering documents for victim compensation claims.
  4. Collaborates with TBI Special Agents through the life of each case to ensure appropriate services and support are provided to victims and TBI Special Agents.
  5. Establishes and maintains a positive working relationship with internal and external partners to ensure successful partnerships [i.e., District Attorneys (DA's) office, the Federal Bureau of Investigation (FBI), local law enforcement, Department of Children's Services (DCS), and non-governmental organizations (NGOs)].
  6. Protects the confidentiality of victims, witnesses, and their role in case development.
  7. Maintains open and consistent communication with leadership to share successes, address challenges, and identify needs related to victim advocacy.
  8. Documents victim services provided in a timely and accurate manner to ensure comprehensive and compliant records.
  9. Participates in developmental training focused on victim services to enhance proficiency in daily tasks.
  10. Assists with and/or observes community and victim-centered events and outreach efforts to support engagement and awareness initiatives.

TN Driver Standards

State of Tennessee positions that may involve driving responsibilities require candidates to meet the following minimum driver qualifications:

  • A valid driver's license
  • For the past five years, the candidate's driver record must not have record of the following violations: driving under the influence (DUI), reckless driving, license suspension for moving violations, more than 4 moving violations.
