ARES is seeking a Project Manager to provide project management support and oversite for the Office of the Chief Information Officer (OCIO) in support of the NASA Enterprise Multimedia and Integrated Technical Services (eMITS) contract. eMITS is the Agency's enterprise-level contract creating and delivering multimedia and technical communications through the use of the internet, digital platforms, and IT management for NASA's Office of the Chief Information Officer (OCIO) and Office of Communications (OCOMM). From photographing rocket launches and recoveries, to producing engaging videos, to information technology management, to using social media to share NASA's message, eMITS integrates services for NASA IT and provides NASA's communication to the outside world. Remote, hybrid, and onsite positions the employee bears travel costs to nearest NASA Center for badging and issue of NASA IT equipment.

JOB RESPONSIBILITIES:

The Project Management position will include but not be limited to the following activities:

Assist with developing and maintaining the IT Program/Project Management policy and process.

  • Assist with program/project management implementation and policy/process compliance across the OCIO including service line and project initiation/plan support (e.g., formulation, authorization, documentation for service lines and projects, service line commitment agreements and service line plans) using program/project management best practices.
  • Provide program/project management training including conducting workshops and providing training materials.
  • Establish, maintain, assess, and report program/project management performance metrics.
  • Support working groups, boards, and meetings to ensure program/project management best practices are considered and policy/processes are understood and followed.
  • Assist with the gathering of required data in the OCIO PPM toolset in support of monthly/quarterly/annual reviews.
  • Review policies and processes to identify impacts and conflicts with program/project management.
  • Develop and maintain program/project management configuration item (CI) templates.
  • Provide quality checks on CIs and assist owners in improving the quality of products.
  • Generate Program/Project Management toolset requirements (ServiceNow).
  • Perform testing for selected tools to ensure program/project management requirements are met.
  • Provide training and support to the IT program/project management tool users.
  • Support program/project management reviews (e.g., System Engineering Reviews, Key Decision Point Reviews, and OCIO Budget & Integration Reviews).
  • Assist with developing and maintaining the IT Program/Project Management Working Group charter, soliciting members, and chairing the meetings.
  • Conduct Continual Service Improvement (CSI) efforts.
  • Track and report risks and issues.
  • Provide guidance in System Engineering disciplines (Requirements, Design, Test, Deployment).

The Project Management position will support Governance activities:

  • Assist with governance/board management implementation and policy/process compliance across the OCIO using governance/board management best practices.
  • Assist with the gathering of required data in the board and working group management tool.
  • Provide quality checks on CIs and assist owners in improving the quality of products.
  • Document and execute decision memos.
  • Provide support for the development of business cases and Analysis of Alternatives as new investments are being considered.

EDUCATION & WORK REQUIREMENTS:

Minimum education - BA/BS in Project Management, Communications, Business Administration, or an IT related discipline

Minimum experience - 5 years

EXPERIENCE/COMPETENCIES/SKILLS:

  • Project management experience with mid to large complex projects with multiple stakeholders.
  • Experience with configuration management procedures across a wide variety of disparate assets.
  • Requires strong attention to detail, excellent time management skills, and application of critical thinking and problem solving.

MINIMUM REQUIREMENTS:

Minimum Requirements:

  • 5+ years of project management experience
  • 3-5 years of business/mission (outcomes/impacts), strategic/tactical (project planning) and operational (implementation/service/product delivery) experience
  • Experience with ServiceNow tools
  • Experience with Risk Management and best practices
  • Experience using tools for requirements gathering and implementation
  • Experience in creating and maintaining Integrated master schedules and applying earned value management techniques (desired, not required)

Proficient in Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams, OneNote, One Drive), and SharePoint.

PREFERRED QUALIFICATIONS:

  • Project Management Professional (PMP) certification
  • Agile/Scrum Certification, SAFe Agile Certification
  • Familiarity with NASA Procedural Requirement 7120.7
  • Experience establishing and maintaining project schedules
