Peraton is seeking a Lead Telecommunications Systems Manager (Product Manager) to guide the modernization and performance of critical communications infrastructure supporting the FAA's evolving air traffic management ecosystem. This role ensures the reliability, scalability, and integration of telecommunications systems across the NAS - enabling resilient, high-availability communications between controllers, pilots, and automated systems nationwide. The ideal candidate combines deep telecommunications expertise with strategic program leadership, ensuring projects are delivered on time, within budget, and in alignment with FAA's modernization and safety goals.

Responsibilities:

    Lead planning, coordination, and management of telecommunications modernization and sustainment activities across the BNATCS program.

  • Support the Project/Program Manager in planning, managing, and monitoring telecommunications projects throughout their lifecycle.

  • Develop and manage schedules, deliverables, and budget performance metrics; provide status reports and risk assessments to management and FAA stakeholders.

  • Establish systems for data collection, performance tracking, and documentation to ensure visibility into network and system performance.

  • Evaluate emerging technologies and propose improvements to optimize communication system performance, availability, and cybersecurity resilience.

  • Identify, assess, and resolve technical and programmatic risks; develop and implement mitigation strategies to preserve operational continuity.

  • Oversee the design and integration of telecommunications systems that support voice, data, and digital communication links within FAA networks.

  • Ensure compliance with FAA standards, government regulations, and cybersecurity requirements.

  • Collaborate closely with systems engineers, cybersecurity specialists, and operations teams to deliver interoperable, mission-critical communications capabilities.

  • Coordinate cross-functional teams and external partners to meet technical, cost, and schedule objectives.

  • Prepare and present monthly program variance reports, technical updates, and executive briefings.

  • Maintain program audit documentation, ensuring adherence to policies, procedures, and reporting criteria.

  • Evaluate program performance, identify efficiencies, and recommend process or system improvements to enhance delivery.



Qualifications

Required Qualifications:

  • U.S. Citizenship Required.
  • Must have the ability to obtain / maintain a Public Trust clearance
  • 12 years of experience, may have supervisory or management experience
  • 10+ years of experience managing large-scale telecommunications or network infrastructure programs - preferably in aviation, defense, or government sectors.

  • Strong understanding of telecommunications systems engineering, network protocols, and FAA communications architecture.

  • Proven ability to lead multi-disciplinary teams delivering high-reliability communications systems in complex, regulated environments.

  • Expertise in program management, performance tracking, and budget oversight.

  • Strong analytical, problem-solving, and organizational skills.

  • Excellent communication and presentation abilities, including experience briefing executive and government stakeholders.

  • Proficiency with project management and reporting tools.

Preferred Qualifications:

  • Experience with FAA telecommunications programs, such as NAS Voice System (NVS), FTI, or similar legacy-to-modernization transitions.

  • PMP, PgMP, or Agile/SAFe certification.

  • Familiarity with FAA acquisition, systems engineering, and certification processes.

  • Knowledge of network security, redundancy, and availability engineering principles in mission-critical systems.

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
