Overview

TISTA Science and Technology is seeking a Senior Process Improvement Specialist to support financial business analysis, development, and operations.

We seek a senior self-starter to lead process improvement initiatives across finance and accounting operations by reducing manual effort, improving data quality, compliance, and service levels. The ideal candidate brings a proven record of leading cross-functional process changes in federal or large, complex financial environments and can translate operational pain points into measurable, technology enabled improvements (e.g., workflow redesign, automation, analytics, and controls strengthening).

Responsibilities

  • Lead discovery, diagnostics, and redesign of end-to-end financial operations processes to reduce cycle time, errors, rework, and handoffs.
  • Map current state (SIPOC, value stream maps, BPMN) and define future state with clear controls, roles, decision points, and performance measures (OKRs/KPIs, SLAs/SLOs).
  • Drive targeted improvements to increase predictability and audit readiness.
  • Establish standard operating procedures (SOPs), desk guides, and playbooks; introduce tiered help and knowledge management to scale best practices.
  • Quantify benefits with baselines and targets (flow time, throughput, first-pass yield, backlog aging, exception rates); build management dashboards and operational scorecards.
  • Partner with finance and acquisition teams to align process changes with system capabilities and integrations; minimize customizations by leveraging configurable features.
  • Identify and inform prioritization of automation opportunities (e.g., workflow, RPA, low-code, rules engines) and data validation controls, with appropriate segregation of duties and governance.
  • Support change management and adoption (stakeholder analysis, communication plans, training, UAT), including cutover and post deployment support for new releases.
  • Facilitate workshops and kaizen events; mentor process owners and SMEs in continuous improvement techniques and problem solving.
  • Monitor control effectiveness, compliance, and coordinate remediation of findings.
  • Coordinate with data, reporting, and analytics teams to improve the quality and timeliness of financial information used for decision making.

Qualifications

  • 10 years leading financial operations or accounting-related process improvement projects in federal, shared services, or similarly complex environments.
  • Demonstrated results improving operations and end-to-end financial workflows with measurable KPI impact.
  • Expertise with Lean/Lean Six Sigma methods (e.g., DMAIC, root-cause analysis, value-stream mapping) and business process modeling (BPMN 2.0 or equivalent).
  • Proven ability to translate operational problems into system-enabled solutions; experience partnering with financial system teams.
  • Proficiency with data and reporting tools (Excel/Power Query, SQL, Power BI/Tableau) to build baselines, track benefits, and support decision making.
  • Experience planning and facilitating workshops, documenting SOPs, and enabling adoption through training and UAT.
  • Excellent communication, stakeholder management, and executive briefing skills; comfortable working independently and driving outcomes in a fast-evolving environment.
  • Lean Six Sigma (Black/Master Black Belt), BPM certifications, RPA/low-code exposure, process mining familiarity.
  • Strong understanding of core federal/public-sector financial concepts and internal controls are a plus.

Education

  • Bachelor's Degree in finance, accounting, computer science, information systems or other relevant discipline.
  • 3 additional years of relevant experience may be substituted for education (13 years total).
  • Advanced degrees or professional certifications associated with lean and value stream management are a plus.

Clearance:

  • The ability to pass a Moderate Background Investigation (MBI).

  • Remote, USA.

Pay Range:

  • The suggested pay for this position ranges from $115,546 to $130,875.
  • The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
