STATUS: Exempt/ $72,000.00 - $78,000.00 per year

QUALIFICATIONS:



  • MSW, or Master's degree in a related field, plus a minimum of five years of experience in administration of $1M plus social service program(s) serving the poor and homeless. Experience may substitute for education on a ratio of 2:1. A Master's degree in progress is acceptable with a commitment of completion within the first 12 months of employment.
  • Must possess a clear understanding of the problems and needs of the poor and homeless, the government and other programs available to assist them, how to overcome barriers to finding a stable home, and how to determine those who would benefit most from The Salvation Army programs.
  • Extensive knowledge of the target population and applicable Salvation Army policies and procedures preferred.
  • Minimum seven years supervisory experience with demonstrated ability to manage, engage, motivate, and discipline staff.
  • Demonstrate a positive attitude, with ability to work with people of diverse backgrounds and circumstances.
  • Able to maintain a non-judgement attitude, professional approach and boundaries with clients.
  • Able to handle crisis/emergency services for the homeless and to utilize crisis intervention, crowd management and conflict resolution skills.
  • Ability to assess at-risk participants and situations.
  • Excellent verbal and written communication skills
  • Ability to maintain strict confidentiality.
  • Computer literate in WS Word, Excel, PowerPoint, local social service software (i.e. HMIS system) and TSA Social Service software
  • Must pass a criminal background check.
  • Maintain CPR/First Aid certification
  • Must have a valid AZ driver's license with a clean driving record.
  • Ability to pass annual Fleet Safety certification via TSA e-learning module.


RESPONSIBILITIES:



  • Direct oversight of the operations of the Social Service campus which includes homeless services for individuals and households, kitchen, utility and rental programming, et. al.
  • Supervisory oversight of the Green Valley Service Center.
  • Work in partnership for the Grant Associate in researching, securing additional funding support and ensure grant compliance and timely statistical reporting.
  • Provide direct oversight and management of billing required for contract compliance.
  • Ensure compliance with The Salvation Army National Social Service Standards.
  • Work with and support the efforts of the Advisory Board in working with the social service programs, ensuring that the Board Committees include members who have experience in the type of program(s) being provided.
  • Recruit, train, resource, & supervise directly & indirectly all staff, including qualified supervisors of programs.
  • Working knowledge of the State of Arizona statues and codes that have an impact upon the development and operations of our services to poor and homeless families.
  • Practice grievance resolution strategies for employees and/or program consumers.
  • Represent The Salvation Army when interfacing with social service agencies, commissions, committees, and other groups and community partners as necessary throughout Pima County.
  • Act as liaison with outside agencies to disseminate information regarding the homeless and other services that are provided by The Salvation Army.
  • Responsible for promoting program growth and effectiveness.
  • Responsible for the preparation of an annual plan of services for Tucson Social Services which will include a philosophy of care, goals, objectives, and timelines and identifies how resources are allocated to achieve them.
  • Responsible for the preparation of a year-end report on services for the Tucson Metro Coordinator, Divisional Social Services Director and the Divisional Secretary for Program.
  • Oversee the preparation of a manual that documents the essential operational policies and procedures for effective service delivery and submit for approval to the Tucson Metro Coordinator
  • Develop formal and informal collaborative relationships to improve the quality and quantity of services available to program participants.
  • Ensure that there are sufficient staff positions in the program to provide services and protect the safety of the persons served and employees to deal with unplanned staff absences or, if necessary, curtail program service.
  • Ensure that all licenses required by law have been obtained and are reviewed annually to be sure they are up to date and in active status.
  • Conduct and arrange for documentation of regular staff meetings.
  • Responsible for overall leadership of program staff including evaluation and disciplinary action.
  • Provide regular supervisory or consultation time to every staff member under his/her direct supervision.
  • Make budgetary provision for the consistent training and development of staff.
  • Should a consultant be needed, the Director will submit a proposed formal written agreement with the consultant or contracted employee to be approved by immediate supervisor, DHQ and/or THQ.
  • Establish and distribute to all supervisors and workers written intake policies, procedures, and eligibility criteria to referring agencies, prospective applicants, and the community.
  • Ensure that all programs serve others without discrimination in keeping with The Salvation Army National Policy Statement on Non-Discrimination in Programs and Delivery of Services
  • Produce a written set of policies and procedures for emergencies in which staff are fully trained.
  • Solicit program participant feedback on the delivery of service(s) and program staff on a regular basis.
  • Responsible for ensuring that Program Directors understand and effectively follow the written procedures for data collection, monitoring, reporting, and storage.
  • The Social Service Director develops risk avoidance protocols and ensures staff compliance with policies and procedures. sees to it that they have been followed.
  • Assist with grant applications as necessary.
  • The Director of Social Services will be required to adhere to all Salvation Army Policies and Procedures
  • Other duties as assigned as they relate to the position of Social Service Director.

Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception and ability to focus. The employee must have the ability to operate a telephone, desktop or laptop computer, as well as the ability to access and produce information from a computer, and to understand written information.
