Overview:

Astrion/MEIS is seeking a Program Manager to join our Civilian Space division. MEIS (an Astrion subsidiary) supports NASA Ames Research Center Development Support Office (DSO). The Development Support Office (DSO) manages the processes involved with the tenant submission of all plans, design, construction, and related documents for engineering & environmental review, approval, permitting, and inspections activities specific to development projects within the NASA Ames Research Park. The DSO acts independently under the direct oversight of the NASA Ames Facilities Engineering Branch and the NASA Ames Chief Building Official. The DSO adheres to the same policies, procedures, and authorities that currently guide the existing NASA ARC Design Review Board (DRB) and Construction Permitting Review Board (PRB) processes. The DSO adheres to the applicable NASA and NASA Ames Procedures, California Building Standards Codes, and other federal and local codes addressing permitting and inspections. REQUIRED QUALIFICATIONS / SKILLS:

  • 10-15 years working experience as a Program Manager, Technical Reviewer or Construction Manager
  • Five (5) years of experience as a project manager, with experience in contract administration, proposal and fee development, and scheduling activities
  • Fifteen (15) years of experience with planning, facilities design, technical review, and construction
  • Bachelors or Master's degree in a design architecture, engineering, or related field
  • Must have a CA Professional Engineer License (PE) or CA Registered Architect License (RA)
  • Familiarity with federal, state, local codes and regulations,
  • Strong problem solving and communication skills
  • Onsite 5 days per week
  • Ideal candidate will have prior experience with NASA and/or Federal planning, permitting, review, and construction

RESPONSIBILITIES:

  • Overall program management of the Development Support Office including the projects, schedules, funding and staff
  • Attend regular, tenant, project technical and ad hoc Stakeholder meetings
  • Planning and permitting liaison for the NASA Research Park tenants
  • Provide program and project status presentations to Stakeholders as requested
  • Provide oversight and coordination of NASA and NASA Ames processes
  • Guide the development of updates to current DSO process requirements
  • Develop consistent deliverable terminology and submittal requirements
  • Preliminary Planning and Design Review and Engineering Review support for NRP lease projects
  • Responsible for the assignment, management, coordination, and completion of the design documents and planning package reviews
  • Assign the Technical Review Team duties and responsibilities and review administration staff as required to meet the need of the project/program
  • Co-ordination of studies including Infrastructure, NEPA/NHPA/Environmental Transportation Systems, Road Design Analysis, other specialty engineering, and technical staff and tasks
  • Provide technical review of permit packages and ensure submittal meet the required deliverables timeline.
  • Coordination, analysis and validation against the NASA Ames Development Plan and NASA Ames Research Center Master Plan
