Job Description

The Senior Project Manager will be responsible for coordinating and managing all activities associated with non-capacity capital development projects for Alexandria City Public Schools (ACPS). The Senior Project Manager assists to administer construction and renovation projects to advance the 10-year capital program modernization campaign. Example of non-capacity projects include building envelope repairs, renovations & reconfigurations, kitchen & cafeteria modernizations, roof repairs, etc.

The Senior Project Manager collaborates with multiple stakeholders including City and ACPS senior leadership, contractors, architects, planning and design professionals, ACPS project managers, and associated staff personnel in an effort to complete projects on schedule, within the scope, and within budget. In addition to these roles, the Senior Project Manager serves as a critical leader on the Educational Facilities team.

This position reports directly to the Director of Educational Facilities. This office is responsible for the management, oversight, and execution of all non-capacity construction, renovation, and project management activities for ACPS as well as capital planning and budget development.

Qualifications



  • Education: Bachelor's degree in construction management, facilities-related engineering (mechanical, electrical, energy, etc.), urban planning, real estate, architectural design, or related fields. Master's degree preferred.


  • Certificates & Licenses: Project Management Professional (PMP) Certification, Certified Construction Manager (CCM) Certification, Facility Management Professional (FMP), LEED Certification, or related certifications preferred.


  • Experience:


    • Seven to ten years of highly successful experience in design and building construction; facilities operations and planning; or buildings and grounds logistics management. Public schools experience preferred.
    • Demonstrated experience with civic offices and public engagement in construction projects
    • Knowledge of design and construction laws, codes, and regulations
    • Knowledge of facility inspection, quality controls, and safety assurance methods and associated metrics.
    • Experience overseeing and managing simultaneous projects (budgets, schedules, etc.).




Essential Functions:



  • Supports the Director to carry out the capital improvement plan by providing management oversight of comprehensive strategies to deliver the CIP within scope, schedule, and budget.
  • Directs day-to-day coordination and integration of the ACPS capital improvement budget non-capacity work including planning, real estate development, related studies, coordinating program development with education planners and others, and design, engineering, and construction program of educational facilities.
  • Oversees more complex renovation and construction projects and associated budgets, schedules, and changes as identified by the Director.
  • Collaborate with ACPS departments, schools, and offices to ensure CIP supports the academic and capacity objectives of the division and complies with the respective board policy, and local, state, and federal requirements.
  • Provides advice and guidance to members of the Senior Leadership Team, other ACPS consultants, and partners on plan matters.
  • Develops periodic technical, schedule, planning, financial and other reports for projects in the planning, design, and construction phases.
  • Coordinates meetings and conferences to manage the respective administrative, support, and technical program requirements
  • Manages technical staff, consultants, contractors, and other agencies to expedite the completion of planning, design, and construction
  • Coordinates with city agencies for the issuance of building permits.
  • Monitors progress of all project work (including onsite construction activities) and keeps administrative records on each project to assure compliance with contract documents.
  • Facilitates weekly progress meetings for all projects to review schedule and budget, Meeting minutes must be provided.
  • Conducts frequent in-person site visits during active construction projects.
  • Performs other duties as assigned to support the Division.



Knowledge, Skills, and Abilities



  • Must maintain current driver's license and be able to operate a vehicle to travel to and from construction sites and campuses
  • Ability to establish and maintain effective relationships with others.
  • Highly effective verbal and written communication skills in public settings.
  • Ability to keep accurate records, prepare timely and detailed reports and make presentations on behalf of the program with various audiences and types of groups
  • Proficient in the use of Microsoft Office Suite applications (MS Word, Excel, and PowerPoint), Google document applications, and project management software. Able to learn ACPS software with training as provided.
  • Ability to plan, maintain and track budgets and schedules for simultaneous projects.
  • Ability to understand and interpret architectural and construction drawings/documents.
  • Must be able to understand and follow board policies and division administrative guidelines



Salary:



  • Salary for this position is determined by The ACPS Support Administrator Salary Scale



Clearances:



  • Criminal Justice Fingerprint/Background Clearance.
  • Tuberculosis Skin Test.


Public Health Compliance



  • Must follow safety and health protocols.
