Position Summary: Operations Treatment Small Communities Maintenance Operator System Foreman Small Communities: West Point 6-6c Under broad guidance, the Small Communities Maintenance Operator is responsible for a wide variety of repairs, adjustments, and ongoing maintenance of facilities. Conducts periodic inspections to determine maintenance work required. Maintains all equipment and completes projects and repair work. Documents completed work in Computerized Maintenance Management System. Examples of Position Duties: Maintains the requirements of a registered apprentice Attends class, completes coursework and required on-the-job-training as part of HRSD’s apprenticeship Performs construction, fabrication, maintenance and repair activities for Operations facilities and assets in a satisfactory manner Work involves welding, fabrication, carpentry, masonry, concrete, plumbing, pipe fitting, pipe laying, (including large diameter pipe), painting and other skilled trades. Fabrication of structural, mechanical equipment, hydraulic and plumbing systems using tools common to the craft, hand, power tools and welding equipment as needed from blueprints, sketches, handbooks and general instructions Installs and removes pumps, motors, valves and piping in pump stations and treatment plants. Performs various types of construction activities such as forming and pouring concrete, welding, cutting, burning metals, building construction, plumbing, painting etc. Operates heavy equipment such as an excavator, backhoe, telehandler, skid steer. Exhibits alertness and attentiveness to equipment requirements Prevents misuse and abuse of HRSD property, equipment and resources Cooperates and works well with other personnel Follows instructions and exhibits dependability Has working knowledge of GIS program and equipment. Perform Miss Utility Locates Performs Other Duties as Assigned. Position Accountabilities and Expectations: Adhere to the guidelines of HRSD’s Apprenticeship Program Manual. Section V. Ability to work effectively with a variety of personalities and to interact and communicate with individuals at all levels of the organization Ability to understand and carry out written and oral instructions Ability to recognize problems quickly and use good judgment in locating the most appropriate guideline or practice to follow with little or no supervision to solve problems Ability to follow technical instructions, procedures and schedules Ability to read and interpret plans and specifications Ability to perform mathematical calculations involving addition, subtraction, multiplication, division, percentages and ratios Understands and complies with HRSD safety procedures and policies and is responsible for their implementation. Ability to use standard office equipment, to include a personal computer Assists in maintaining CMMS (Computerized Maintenance Management System. Able to work in a team. Working Conditions: Must be able to work in varying climatic conditions outdoors; indoor work environment may be routinely hot, cold, misty, and/or unventilated; work involves exposure to hazardous materials and handling of wastewater Must be available to work overtime and/or unusual hours as necessary Must be available to work scheduled weekend shifts as needed. Must be immediately accessible by telephone in order to respond to emergencies according to a standby schedule or as announced. Physical Requirements: Must have the physical dexterity to accomplish the duties defined herein. Must be able to identify colors used in work Must have the ability to walk, climb, stand, or bend for over 50% of time Must have the ability to lift loads over 50 pounds Must be medically certified to wear a respirator Must be able to work in OSHA designated noise environments (> 85 decibels) Qualification Standards: Education Required High school diploma or GED and Completion of HRSD’s Maintenance Operator, Interceptor Technician, Plant Operator, or HRSD Position Description – Small Communities Maintenance Operator. Revised 6/2025 Page 2 of 3 Small Communities Operator trade Apprenticeship Trade or equivalent as determined by the HRSD Apprenticeship Program Administrator. Experience Required Completion of the On-The-Job-Training skills portion of HRSD’s Apprenticeship Program for any of the trades listed above, or approved equivalent as determined by HRSD Apprenticeship Program Administrator Desired Three years’ experience working in maintenance or construction Training Levels This position is fully qualified at Grade 6 with the experience and education noted above. New hires and internal applicants that have not completed one of the approved apprenticeship trades will be required to complete the Maintenance Operator Trade. For less qualified applicants, the following training levels have been established: Grade 6a - Completion of 22 courses and 66% of the trade-related on-the-job training skills (Maintenance Operator trade) Grade 6b - Completion of 12 courses and 33% of the trade-related on-the-job training skills (Maintenance Operator trade) Grade 6c – No experience If assigned to a training level, fully qualified level must be consistently pursued, as a condition of appointment. Failure to do so will result in removal from the position and potentially employment with HRSD. d. Special Licenses/certifications 1. 2. Required a.) Valid driver license from state of residence b.)
