Assistant Facilities Manager
General Statement of Job
Under general direction, supervises, assigns, reviews, and participates in the work of staff responsible for the maintenance and repair of municipal buildings, facilities, and grounds while performing a variety of semi-skilled and skilled building trade duties including HVAC, carpentry, remodeling, painting, plumbing, electrical, roofing and a variety of other building maintenance work; ensures work quality and adherence to established policies and procedures; may perform the more technical and complex tasks relative to assigned area of responsibility. Reports to the Facilities Manager.
Specific Duties and Responsibilities
Essential Functions:
Supervises subordinate facility maintenance personnel. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintains work standards; coordinating activities; allocating personnel; recommending the selection of new employees; acting on employee problems; recommending employee transfers, promotions, discipline and discharge.
Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed.
Assists in establishing methods, controls and standards for the actual execution of maintenance work.
Staff, train, supervise, evaluate and develop team members.
Ensure that equipment is serviced and repaired on a continual basis, adhering to established preventative maintenance schedule
Manage maintenance work within labor and budget.
Ensures accurate facilities and equipment inventory at all times in the asset management system.
Create, plan and execute preventative maintenance programs.
Conducts inspections; ensures the timely completion of subsequent maintenance and repair work. Reviews, schedules and assigns work orders to appropriate personnel.
Ensures the availability of adequate and properly working equipment, tools and materials for each assignment. Maintain equipment to ensure efficiency, improve key performance indicators and to eliminate downtime.
Orders supplies and materials as needed.
Assists in coordinating division activities with those of other departments and agencies. Receives and responds to inquiries, concerns and complaints of citizens and City personnel.
Receives, reviews, prepares and/or submits various records and reports including maintenance reports, inspection reports, work requests, purchase orders, invoices, price quotations, work schedules, memos, etc.
Operates vehicles, high lift, and fork lift. Exercises care and safety in the use of assigned equipment and vehicles.
Interacts and communicates with various groups and individuals such as the immediate supervisor, other City personnel, subordinates, sales representatives, contractors, various government agencies, and the general public.
Plans, schedules and supervises assigned employees engaged in a variety of routine to complex tasks in support of a specific area of City responsibility.
Inspects work in progress and upon completion.
Directs modifications and re-inspects as necessary.
Instructs employees in the proper methods, use and equipment used in the activity supervised.
Reads working diagrams, sketches and simple blueprints and translates requirement to oral and written instructions.
Observes for safety hazards and takes precautionary measures. Ensure that working conditions are safe at all times. Maintain safe work environment by holding regular safety meetings to communicate safety awareness and policies
Prepares records and reports as required.
May directly participate in the work of crews as necessary.
Performs other related work as required.
Minimum Education and Training
Requires a high school diploma or GED equivalent supplemented five (5) years of experience in facilities maintenance, or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities. Must possess and maintain a valid state Florida driver's license. Must submit to, and pass, a fingerprint-based national criminal history record check and must be able to obtain, and recertify as required, the appropriate Criminal Justice Security Awareness training. Must possess or obtain the most current FEMA 100, 200, 300, 400, 700, and 800 Incident Command System certifications within 12 months of appointment to the job.
Minimum Qualifications and Standards Required
Skill Requirements: Has thorough knowledge of the methods, procedures, and policies of the City as they pertain to the performance of duties of the Assistant Facility Manager. Is knowledgeable in the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position.
Has knowledge and skills in the areas of HVAC, electrical, plumbing, and mechanic repair and maintenance, general carpentry and construction and telecommunications system maintenance. Has knowledge of the standard tools, materials, and practices of the industry. Have skill in the care and use of required tools and equipment.
Is able to plan and supervise the work of others. Has the ability to offer instruction and advice to subordinates regarding departmental policies, methods, and regulations; is able to offer employee training as required.
Is able to perform employee evaluations and to make recommendations based on results.
Has the ability to offer assistance to co-workers and employees of other departments as required.
Is able to take the initiative to complete the duties of the position without the need of direct supervision.
Has the ability to plan, organize and prioritize daily assignments and work activities.
Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Is able to read and interpret relatively complex materials pertaining to the responsibilities of the job.
Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner. Has knowledge of the terminology and various professional languages used within the department.
Knows how to maintain effective relationships with personnel of other departments, professionals, and members of the public through contact and cooperation.
Has knowledge of basic mathematics.
Has knowledge of the City budget preparation process; is able to ensure department adherence to allocated funds.
Has knowledge of and skill in the use of computers for records management.
Physical Requirements: Must be physically able to operate a variety of machines and equipment including, as well as; computer, adding machine, telephone. Tasks include the ability to exert moderate, though not constant, physical efforts, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing, and pulling of objects and materials of moderate weight (12-20 pounds) to heavyweight (up to 100 pounds).
Responsibilities: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct and quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with whom the position interacts.
Performs described Essential Functions and related assignments efficiently and effectively in order to produce quantity of work which consistently meets established standards and expectations.
Assumes responsibility for completing assigned work.
Completes assigned work within deadlines in accordance with directives, policy, standards and prescribed procedure.

May be required to perform mandatory Emergency Standby Duty throughout facilities or Citywide.
Working Conditions: Works indoors and outdoors in all types of weather. Is able to perform work in adverse conditions, including but not limited to exposure to extreme heat and cold, wetness, humidity, traffic hazards, machinery hazards, toxic agents, noise, smoke, dust, pollen, dirt, etc.
