Job Title: Facility Security Officer (FSO) / Security Manager

Location: BMS Pascagoula

Reports To: Corporate Director of Security

Job Type: Full-time

Security Clearance Required: SECRET

About the Role:

We are seeking a highly experienced and Facility Security Officer (FSO) / Security Manager to oversee and manage all aspects of our facility's industrial and information security programs. The successful candidate will be responsible for ensuring strict compliance with the National Industrial Security Program Operating Manual (NISPOM), National Security Agency (NSA) Manual 3-16. This critical role demands a comprehensive understanding of classified information protection, risk management, and security best practices within a government contracting environment.

Key Responsibilities:

NISPOM Compliance:

Serve as the primary point of contact for all industrial security matters with government agencies (e.g., DCSA, DIA, NSA).

Develop, implement, and maintain security policies and procedures in accordance with NISPOM requirements.

Manage the facility's security clearance program, including submitting and tracking personnel security clearances (SF-86s), conducting pre-screening interviews, and ensuring ongoing eligibility.

Conduct security briefings (initial, annual, debriefings) for all cleared personnel.

Manage classified material accountability, including control, storage, safeguarding, transmission, and destruction in accordance with NISPOM.

Oversee visitor control procedures for classified areas.

Investigate security incidents, violations, and compromises, preparing and submitting reports as required.

Conduct periodic self-inspections and prepare for government security vulnerability assessments (SVAs).

Maintain accurate and complete security records.

Develop and implement an insider threat program.

Familiarity with NSA/CSS Policy Manual 3-16, "Control of Communications Security (COMSEC) Material:

CNSSI No. 4009 (National Information Assurance Glossary) & Information Security:

Collaborate with Information System Security Managers (ISSMs) and Information System Security Officers (ISSOs) to ensure the secure operation of classified information systems.

Understand and support the implementation of security controls for classified information systems (e.g., RMF, NIST 800-53).

Contribute to the development and implementation of security plans for information systems handling classified data.

Stay current with emerging threats, vulnerabilities, and security technologies related to information security.

Overall Security Program Management:

Develop and maintain a robust security education, training, and awareness program.

Manage security budgets and resources effectively.

Liaise with government security counterparts and other security professionals.

Develop and implement emergency action plans for security-related incidents.

Advise senior management on all security-related matters and risks.

Stay informed of changes to government security regulations and policies.

Qualifications:

Education: Bachelor's degree in a relevant field (e.g., Security Management, Criminal Justice, Information Technology) preferred. Equivalent experience may be considered.

Experience:

Minimum of [e.g., 5-7] years of experience as an FSO or Assistant FSO in a NISPOM-regulated environment.

Demonstrated experience managing classified programs and facilities.

Experience with OPEN Storage Area operations and accreditation is highly desirable.

Familiarity with information assurance and cybersecurity principles (CNSSI 4009).

Certifications: FSO Program Management Course completion required. Additional certifications such as CSSO, ISSM, or security-related certifications (e.g., CISSP, Security+) are a plus.

Skills:

Exceptional knowledge of NISPOM, NSA 3-16, and CNSSI 4009.

Strong understanding of government security regulations and directives.

Excellent written and verbal communication skills.

Strong organizational and problem-solving abilities.

Ability to work independently and as part of a team.

High level of integrity, discretion, and professionalism.

Proficiency with security management software and tools (e.g., DISS/NBIS/SWFT/NISS).

Physical Requirements:

Ability to sit, stand, and walk for extended periods.

Ability to lift and carry up to [e.g., 25] pounds occasionally.

May require occasional travel.
