Description

Position Summary:

GoldenWolf is seeking a Program Manager for DHA FE PBI to organize and coordinate assigned contract projects, ensuring alignment with overall program objectives. This role includes overseeing project progress and reporting directly to the Government Client.

Essential Functions:

01) Program & Project Management

  • Organize and coordinate projects aligned with the organizational mission and goals
  • Develop new initiatives to support the strategic direction
  • Execute and refine program portfolios and long-term goals
  • Set controls, standards, and governance for programs and projects
  • Assign project managers and team members to tasks
  • Monitor multiple projects through the full lifecycle
  • Set timelines, milestones, and due dates to ensure success
  • Evaluate and supervise cross-project work
  • Track progress and submit monthly updates to senior leadership
  • Manage and submit program documentation

02) Strategic Planning & Leadership

  • Strategize and outline program goals and objectives
  • Lead and mentor diverse teams with varied responsibilities
  • Ensure goals are met in customer satisfaction and team performance
  • Implement and manage changes to achieve project outcomes
  • Solve problems and escalate issues to program leadership
  • Communicate objectives and progress to directors and executives

03) Contractual & Administrative Oversight

  • Stay current with contractual terms and assist with modifications or replacements
  • Minimize incompatibilities and ensure standardized deliverables
  • Produce high-quality deliverables on time and error-free
  • Coordinate resources across multiple projects
  • Provide exceptional customer service throughout the program lifecycle
  • Meet regularly with clients to maintain transparency and resolve issues

Job Type: COA - Contingent On Award of this project

Supervisory Responsibilities: None

Travel Requirements: Up to 25% of worktime

Requirements

Required Qualifications:

  • 5+ years' previous experience in program management, project management, administration, or related field
  • Two (2) years' experience developing and deploying facilities and clinical/operational performance metrics.
  • One (1) year of experience in software management and data retrieval.
  • Project Management Professional certification.
  • Lean Six Sigma certification/training.
  • Ability to obtain a CAC.

Required Technical Knowledge & Skills:

  • Technical & Systems Knowledge
  • Familiarity with building systems (mechanical, electrical, etc.)
  • Working knowledge of: DMLSS-FM Module, M2, CHCS Cache/AHLTA, MDR, HL7, ETL, Discern, Business Objects/Business Intelligence, and Health Analytics tools

Software & Digital Proficiency:

  • Proficient in: Word, PowerPoint, Access, Excel, SharePoint, Visio, Outlook
  • Excellent computer skills with Microsoft Office Suite/Microsoft 365
  • Working knowledge of program/project management software

Technical & Domain Expertise:

  • Understanding of project and program management methodologies
  • Knowledge of performance evaluation and change management principles
  • Familiarity with Defense Department data sources
  • Knowledge of medical facility management, real property lifecycle, and lease planning
  • Familiarity with advanced statistical modeling and quantitative analysis

Communication & Organizational Skills:

  • Excellent verbal and written communication
  • Strong time management, prioritization, and multitasking abilities

Education:

  • Bachelor's degree in healthcare administration, data science, mathematics, computer science, or a related field; and/or,
  • 8 years' experience within MHS
