Description

Position Summary:

GoldenWolf is seeking an Operations Manager for DHA FE PBI to manage and coordinate assigned contract projects. This role oversees project progress to ensure alignment with overall program and contract objectives.

Essential Functions:

01) Program & Project Oversight

  • Develop evaluation methods to assess strengths and identify areas for improvement
  • Ensure daily operations align with contract deliverables and timelines
  • Organize taskers and projects in line with organizational goals
  • Propose new initiatives to support the strategic direction
  • Monitor multiple projects throughout the program lifecycle
  • Set timelines, goals, milestones, and due dates for success
  • Track progress and submit monthly updates to senior leadership
  • Evaluate and supervise cross-project work within the program scope
  • Manage day-to-day details of multiple projects
  • Assign project managers and team members to tasks
  • Set controls, standards, and governance for projects
  • Ensure timely completion of deliverables with high quality
  • Prepare ad hoc queries and reports as needed

02) Strategic Planning & Leadership

  • Strategize and outline program and project objectives
  • Lead and mentor project staff and team members
  • Manage a diverse team across multiple specialties
  • Ensure goals are met in customer satisfaction and team performance
  • Implement and manage changes to achieve project goals
  • Develop sustainment strategies for long-term success of PBI support
  • Solve problems and escalate issues to program leadership
  • Communicate objectives and progress to directors and executives

03) Documentation & Governance

  • Manage and submit all program documentation
  • Facilitate FE Data Governance Council meetings and record outcomes
  • Establish Plan of Action and Milestones (POAM) for data quality management
  • Maintain standardized templates for SharePoint Online and Connect.gov
  • Produce performance metric reports and maintain documentation accuracy04)

04) Systems & Tools Management

  • Plan and develop collaboration tools in SPO, EAS, MS Teams, FROID, FMIS, and M2
  • Build functions and manage workflows in SharePoint Online for communication efficiency
  • Coordinate development, testing, and implementation of FE websites and integrations
  • Manage the FE SharePoint Online Ticket System (processing, tracking, reporting)
  • Ensure standardization across web-based tools and templates

05) Customer & Stakeholder Engagement

  • Provide exceptional customer service throughout the program lifecycle
  • Maintain transparent communication with customers to resolve issues
  • Meet frequently with stakeholders to discuss services and decisions
  • Communicate risks and develop mitigation strategies with project teams

Job Type: COA - Contingent On Award of this project

Supervisory Responsibilities: None

Travel Requirements: Up to 25% of worktime

Requirements

Required Qualifications:

  • 2+ years' previous experience in program management, project management, administration, or related field
  • Two (2) years' experience developing and deploying facilities and clinical/operational performance metrics, or a government-approved resume.
  • One (1) year of experience with software management and data retrieval.
  • Possess an active, favorable NACI.
  • Project Management Professional certification.
  • Lean Six Sigma certification/training.

04) Technical & Software Proficiency

  • Advanced computer skills with Microsoft Office Suite/Microsoft 365:

  • Working knowledge of:
  • MS Project, Asana, Basecamp
  • M365 applications and SharePoint development
  • Familiarity with data and analytics tools:
  • SQL, SAS, HL7, ETL, Discern, Health Analytics
  • Business Objects/Business Intelligence
  • Knowledgeable in:
  • CHCS Cache/AHLTA, MDR
  • DMLSS, DMLSS-FM Module
  • M2, FMIS, FROID, BUILDER, GFEBS

05) Domain Knowledge

  • Understanding of building systems (mechanical, electrical, etc.)
  • Knowledge of medical logistics and facility management systems
  • Familiarity with clinical and operational healthcare data systems
  • Familiarity with Defense Department data sources
  • Proficiency in data manipulation and statistical analysis software
  • Understanding of building systems (mechanical, electrical, etc.)
  • Knowledge of medical facility management and real property lifecycle
  • Experience with clinical and operational lease planning

Education:

  • Bachelor's degree in healthcare administration, healthcare science, healthcare management, data science, mathematics, computer science, or a related field; and/or,
  • 8 years of experience with MHS, with managing programs/projects like the areas identified for this role, or a government-approved resume.
