Role Description:

The Manager, Developer Construction provides oversight and management of staff responsible for ensuring that developer-led construction projects impacting DC Water's public water and sewer systems comply with approved plans, standards, and requirements. This role ensures that field inspections, as-built documentation, and related construction activities are conducted efficiently and effectively, minimizing infrastructure damage and operational disruptions. The Manager coordinates with developers, contractors, engineers, government agencies, internal departments and other stakeholders to ensure adherence to DC Water construction standards. They also monitor and track operational needs to ensure timely inspections and provide technical guidance to inspectors when deviations from approved plans occur.



Essential Duties & Responsibilities:

Duties within the scope of the practice of engineering will be performed under the responsible charge of a District of Columbia licensed PE as defined in D.C. Official Code Section 47-2853.131. Scope of practice for engineers:

For the purposes of this part, the term "practice of engineering" means the application of special knowledge of the mathematical, physical and engineering sciences and the methods of engineering analysis and design in the performance of services and creative work including consultation, investigation, expert technical testimony, evaluation, planning, design and design coordination of engineering works and systems, planning the use of land and water, performing engineering surveys and studies, and the review of construction for the purpose of monitoring compliance with drawings and specifications, in connection with any utilities, structures, buildings, machines, equipment, processes, work systems, projects, and industrial or consumer products, or equipment of a control systems, communications, mechanical, electrical, hydraulic, pneumatic, or thermal nature, that may involve safeguarding life, health, or property, and including such other professional services as may be necessary to the planning, progress, and completion of any engineering services.




  • Provides leadership, technical expertise, and supervision to field inspectors involved in developer construction activities.
  • Ensures that developer construction projects are executed in accordance with approved plans and DC Water construction standards.
  • Provides guidance and advice to the Director, Permit Operations on daily operations, policies, and programs in order to manage and improve the construction field inspections, construction support, and develop staff.
  • Coordinates with various DC Water departments and developers on construction activities, including shutdowns, taps, tie-ins or upgrades to DC Water infrastructure to ensure that all activities are conducted to minimize negative impact on developers and DC water's ongoing operations.
  • Liaison between contractors, inspectors and other stakeholders facilitating communication and resolving issues.
  • Monitors and tracks inspection workflows to ensure timely and effective delivery.
  • Assists with planning of inspections and workload for inspectors, reviews and recommends staffing needs.
  • Performs routine technical and administrative functions including attending DC Water and/or departmental policy meetings and preparation of status reports for DC Water management.
  • Manages and supervises the closeout of work orders and projects.
  • Promotes adherence to safety protocols and quality assurance standards for field inspections.
  • Provides training and leadership on best practices in construction inspection and safety protocols.
  • Develops standard operating procedures and workflows for the construction activities related to developer projects.
  • Performs other related duties and projects assigned at the discretion of the immediate supervisor.



Supervisory Responsibilities: Provides daily planning, administration, and management of his/her area of responsibility. Individually, or through subordinates, ensures selection, assignment, supervision, promotion, discipline, and training of personnel within the area of responsibility.

Key Working Relationships: Interacts with co-workers in the department and throughout the Authority, inspectors, engineers, developers, contractors, other government and outside entities.

Required Experience:
A minimum of five (5) years of progressive experience in construction, field inspections, design and review of water and sewer infrastructure, permit application reviews, construction inspections, and construction management.
Minimum Education Requirements:
Bachelor's degree in Civil Engineering, Construction Management, or a related field from an accredited college or university
