Compensation Grade: P25Compensation Details: Minimum: $95,599.00 - Maximum: $95,599.00 AnnuallyDepartment (OPH) PHEP - Office of Health Emergency PreparednessJob Description: Responsibilities The Office of Health Emergency Preparedness (OHEP) Planning Manager will be responsible for overseeing a variety of programs, including the Strategic National Stockpile, Human Services planning, Public Health grant deliverables tracking, and other public health preparedness related programs. The incumbent will facilitate and lead the development, review, and maintenance of public health emergency preparedness plans and activities as required by the joint Assistant Secretary for Preparedness and Response (ASPR) Hospital Preparedness Program (HPP) and the Centers for Disease Control and Prevention (CDC) Public Health Emergency Preparedness (PHEP) Cooperative Agreement. The incumbent will provide overall supervision of staff and participate in a variety of internal New York State Department of Health and/ or multi-agency planning workgroups. The incumbent will be responsible to respond to emergencies which may occur at all hours - including nights, and/or weekends. Other appropriate related duties as assigned. Minimum Qualifications Bachelor's degree in a related field and four years or relevant experience; OR an Associate's degree in a related field and six years of relevant experience, OR eight years of relevant experience. A Master's degree in a related field may substitute for one year of experience. Relevant experience required must be in emergency preparedness planning AND response. Preferred Qualifications Demonstrated ability to establish priorities within assigned programs. Demonstrated experience organizing, consolidating and preparing narrative and numerical information into clear, logical reports. Experience analyzing written and published program material and draw conclusions concerning its impact. Demonstrated, strong communication, interpersonal public speaking, and writing skills. Experience facilitating workgroups and in developing written plans. Demonstrated ability to work independently and with teams. Knowledge of computer software packages such as Microsoft Office Suite. Knowledge of disaster preparedness and response programs, goals and objectives and/or experience in public health programs. Demonstrated ability to interact with and provide recommendations to Executive level staff. Knowledge and experience with health emergency preparedness planning initiatives at the local, State and Federal levels. Knowledge and experience with the CDC PHEP and ASPR HPP Cooperative Agreement. Successful course completion of ICS 100, 200, 300, 700, and 800. Conditions of Employment Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required. Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position. Travel, 25% of the time, will be required. The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire. Telecommuting will be available. This position requires occasional work on weekends, after-hours, and holidays. HRI participates in the E-Verify Program.
