JOB DESCRIPTION

The Senior Regulatory Compliance Analyst is responsible for leading and driving complex regulatory and compliance program activities to ensure regulatory and legislative compliance, consistency, and timeliness. In addition, the Senior Regulatory Compliance Analyst provides expert knowledge, competitor examination, and in-depth analysis of enterprise initiatives. This role collaborates cross-functionally in areas of ambiguity and complexity from a compliance, regulatory and political perspective, and is integral in advancing the Enterprise's position with the business and external regulatory agencies/commissions.

RESPONSIBILITIES

  • Coordinate and mentor regulatory compliance analysts with the development and implementation of compliance programs and regulatory requirements, including: enterprise policies & procedures, audits, surveys, legislation, complex multi-state product, network, rate, and/or entity-related filings.
  • Collaborate with and influence the business in providing regulatory filing strategy of form, rate, network, entity filings, compliance, etc.
  • Provide complex research, review, and detailed analysis of state-specific regulation, legislation, mandates, and filing requirements.
  • Create and maintain compliance and regulatory program processes, which may include general compliance, regulatory filing, and oversight and monitoring functions.
  • Provide cross-team/functional engagement to ensure timely execution on deliverables, and transparency to affected subject matter experts.
  • Review and analyze state regulator findings & objections; research and prepare concise communications to impacted business areas/workgroups and assist with response development.
  • Effectively communicate state-specific changes to the business resulting from regulator reviews or legislative/regulatory changes.
  • Effectively report on compliance/regulatory performance and program effectiveness through work status, accomplishments, KPIs and risks to key stakeholders.
  • Work directly with various business teams to implement procedures and/or develop new products which comply with federal, state, and local regulatory standards.
  • May enforce insurance compliance by developing and implementing internal compliance monitoring and auditing tools, and conducting compliance audits.
  • Work with compliance subject matter experts to operationalize the Compliance Management Program and related processes.

QUALIFICATIONS

  • 4+ years of regulatory compliance experience; Bachelor's degree preferred (equivalent experience considered).
  • Health insurance regulatory experience preferred.
  • Knowledge of health care industry issues and understanding of compliance, audit, or risk management functions.
  • Working knowledge of insurance terminology.
  • Strong organizational and prioritization skill sets that enable one to drive toward outcomes in complex, ambiguous work.
  • Ability to demonstrate agility and a growth mindset when navigating the complex and ambiguous.
  • Proficiency with the Microsoft Office Suite, including Word, Excel, Outlook, Teams, etc.
  • Working knowledge of Westlaw or other legal research databases.
  • Working knowledge of SharePoint.
  • Ability to collaborate, mobilize others, and influence without authority by building trust and communicating effectively.
  • Capacity to demonstrate innovative and strategic thinking by questioning the derivation of facts, challenging conclusions, identifying assumptions and biases, and making decisions with incomplete data.

Base Pay Information

The national base pay range at the end is a good-faith estimate of what Delta Dental may pay for new hires. Actual pay may vary based on Delta Dental's assessment of the candidate's knowledge, skills, abilities (KSAs), related experience, education, certifications and ability to meet required minimum job qualifications. Other factors impacting pay include prevailing wages in the work location and internal equity.
Pay Grade 20. $71,400 - $149,500
