Project/Unit Description
This person will support the Over the Horizon Radar Programs at Robins AFB.
Job Purpose

The Systems Engineer oversees and coordinates the work of technical teams on systems projects, ensuring the successful design, implementation, operation, and technical management of those projects. Taking a holistic approach to systems engineering, the Systems Engineer ensures that all aspects of a system project are considered and addressed. The Systems Engineer works closely with stakeholders to understand their needs and then develops and documents technical requirements that meet those needs. The Systems Engineer leads the design team in developing a system architecture that meets all of the requirements. After the system is designed, the Systems Engineer oversees the implementation of the system, working with the implementation team to ensure that it meets all of the requirements. Once the system is deployed, the Systems Engineer manages the technical aspects of the system, including monitoring performance, troubleshooting problems, and making improvements.


Key Responsibilities

  • Manage all technical aspects of product or system design including directing multiple lab resources for large scale product or system deployments
  • Manage sub-contractor resources supporting all system engineering areas (definition, requirements analysis, synthesis, systems analysis and implementation)
  • Conduct product or system design synthesis translating requirements into physical architectures for systems of high complexity to include defining and refining internal and external interfaces
  • Develop technical reports and diagrams detailing product or system attributes
  • Validate security control configurations on systems and ensure all systems are configured with proper controls, such as STIGS, CMMC, and other similar requirements
  • Collaborate with sponsors and other key stakeholders to derive tasks from detailed requirements, and provide tasking to other team members based off of the derived tasks


Additional Responsibilities

  • Work with the Government to coordinate all aspects of the system design, siting, performance requirements, cost considerations, and sustainment.
  • Ensure that program participants are employing sound Systems Engineering practices
  • Provide systems engineering technical management of programs and/or subordinate projects within aprogram from the contract award through the final disposition of deliverables and closeout.
  • Assist with the standup of programs utilizing the USAF Acquisition processes and permutations such asSection 804 Rapid Acquisition,
  • Manage the logistical, financial and technical aspects of the program.
  • Facilitate and communicate program goals, including cost, technical performance deliverables and schedules.
  • Work with the GTRI Model Based Systems Engineering (MBSE) team to ensure that all relevant aspects of the program are fully captured in an MBSE tool such as Cameo.
  • Promote use of the MBSE model by stakeholders to establish, trade-off, verify, change, accept, and sustain functional capabilities, design characteristics, affordability, schedule, and quantified performance parameters at the chosen level of the system hierarchy.
  • Ensure that documentation produced at each stage of the program conforms to regulatory, statutory, sponsor and stakeholder requirements and expectations.
  • Monitor and control program cost, schedule, performance, change control, and risk (technical, cost, schedule).
  • Interact regularly with program sponsors and stakeholders.
  • Develop appropriate systems engineering and program management strategies for implementing requirements across a broad range of programs and initiatives.
  • Conduct technical program management activities such as communicating with resource managers, team leads, etc. in order to track program milestones and keep the focus on delivering program commitments.
  • Facilitate and lead the creation of program definitions, budgets, work breakdowns, rough order estimates, program plans, communication plans and program schedules to determine scope of work for assigned programs.
  • Interact regularly with program teams for enterprise-wide, multi-year programs.
  • Research and recommend program management policies, principles, and practices.
  • Participate in the development of domain-relevant and effective processes and procedures.
  • Coordinate, resolve, or assist in resolution of conflicts and other issues within and between program teams and recommend/provide solutions.
  • Facilitate and/or conduct feasibility studies for programs and requests for proposals, and make recommendations on selections.
  • Prepare reports and other associated programs or program documentation.
  • May serve as liaison with industry and various other groups to disseminate appropriate information.


Required Minimum Qualifications

  • Familiarity with DoD weapons systems
  • Experience in establishing and managing software integration facilities
  • DoD Security Clearance at minimum of SECRET level
  • Certification/Degree in Information Systems Security or comparable experience


Preferred Qualifications

  • Active Top Secret Clearance
  • Master's degree.
  • Large team management experience
  • Experience with building and managing technical databases
  • Fifteen (15) years of relevant full-time experience working in the DoD or on DoD programs


Travel Requirements

10% - 25% travel


Education and Length of Experience

This position vacancy is an open-rank announcement. The final job offer will be dependent on candidate qualifications in alignment with Research Faculty Extension Professional ranks as outlined in section 3.2.1 of the Georgia Tech Faculty Handbook



  • 9 years of related experience with a Bachelor's degree in Engineering, Business Administration or related field.
  • 7 years of related experience with a Masters' degree in Engineering, Business Administration or related field.
  • 4 years of related experience with a Ph.D. in Engineering, Business Administration or related field.


U.S. Citizenship Requirements

Due to our research contracts with the U.S. federal government, candidates for this position must be U.S. Citizens.


Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
