Astrion has an exciting opportunity for a Vice President, Proposal Operations for the Corporate Office, supporting Corporate Business Development.

REQUIRED QUALIFICATIONS / SKILLS

  • BS/BA degree required; advanced degree preferred.
  • Minimum of 15 years of experience in proposal management, business development operations, or capture strategy within the federal government contracting space.
  • Proven leadership and management experience overseeing proposal professionals and coordinating across matrixed organizations.
  • Thorough knowledge of the federal proposal lifecycle, including opportunity qualification, capture planning, proposal development, and post-submission activities.
  • Demonstrated success managing large, complex proposals and leading proposal operations at scale.
  • Strong understanding of government contracts and RFP/RFI processes
  • Experience with content library management and development of reusable proposal assets and templates.
  • Superior communication, technical writing, and editing skills, including knowledge of grammar, style, and document structure.
  • Proven ability to assess and improve proposal processes and implement proposal best practices.
  • Ability to work under pressure, meet tight deadlines, and manage multiple competing priorities.
  • Detail-oriented, highly organized, and capable of strategic thinking in a deadline-driven environment.
  • Proficiency in Microsoft Office Suite, Adobe Acrobat, and industry-standard proposal tools.
  • Experience establishing and leading proposal centers of excellence or strategic proposal operations teams.
  • Shipley or APMP certification.

  • Expertise in compliance, content management systems, and CRM tools

RESPONSIBILITIES

  • Provide strategic leadership and oversight of the full proposal lifecycle, ensuring proposal operations align with corporate business development goals.
  • Lead, manage, and mentor a team of Proposal Managers responsible for executing high-quality, compliant, and competitive proposal responses.
  • Develop and maintain a centralized proposal content library of reusable material, templates, boilerplate language, and graphics for recurring use.
  • Establish and enforce scalable proposal management processes, tools, templates, and best practices based on industry standards (e.g., Shipley, APMP).
  • Support capture planning by partnering with Capture Managers to align proposal strategy, win themes, and discriminators with solicitation requirements.
  • Oversee the scheduling and facilitation of major proposal activities including kickoffs, color team reviews, and final production.
  • Ensure compliance with solicitation requirements and company policies across all proposal deliverables.
  • Support and contribute to the development and review of key proposal sections including executive summaries, management volumes, and corporate capabilities.
  • Drive continuous process improvement across the proposal lifecycle to enhance efficiency, quality, and win rates.
  • Maintain oversight of proposal schedule and resource planning to optimize team performance and support high-priority bids.
  • Collaborate across departments-contracts, pricing, recruiting, and operations-to coordinate inputs and ensure timely proposal submission.
  • Conduct after-action reviews and apply lessons learned to improve future proposal efforts.
  • Provide executive-level reporting on proposal status, pipeline health, win/loss analysis, and operational performance metrics.
