Job Summary

Workforce Development Program Liaison uses advanced operational concepts and objectives to resolve highly complex issues. Regularly works on issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Primarily deals with programs and proposals with broad impact across the function, research initiative, program and / or organization. Develops and oversees the implementation of new programs and processes.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $102,400 - $156,000 (Annual Rate).

Department Description

The goal of the UCSF Workforce Development Department is to transform San Francisco's socio-economic landscape by establishing sustainable healthcare career pathways, ensuring equitable access and diversity,
and fostering strategic partnerships for comprehensive community support. We aim to empower individuals through education, wellness resources, and career advancement opportunities, ultimately enriching the city's educational and healthcare sectors.

The UCSF Workforce Development Department is part of the larger UCSF Learning & Organization Development Department, which oversees the creation and implementation of learning solutions for all UCSF teammates, managers and executives, as well some faculty who perform operational roles or impact operational processes. The purpose of the L&OD department is to lead talent development strategies which inspire professional excellence and attract, develop, and retain outstanding & diverse people, who together advance health worldwide.

The key services that L&OD provides to individual learners, departments and organization's executives are:

  1. Workforce Development
  2. Organization development, effectiveness and change management
  3. Learning Management System Administration
  4. E-Course development
  5. Staff Engagement Resources
  6. Staff and leadership development

Required Qualifications


  • Bachelor's degree in related area and / or equivalent experience / training
  • 3-5 years relevant progressive experience
  • Strong attention to detail and organizational skills. Ability to manage projects, prioritize tasks and meet deadlines efficiently
  • Experience in workforce development, organization development or similar
  • Ability to identify potential issues and propose viable solutions
  • Understanding of diverse cultural backgrounds and perspectives. Familiarity with DEIA principals and how they apply to program development
  • Skilled in engaging with underrepresented and marginalized communities to ensure their voices are included in program discussions
  • Approach work with empathy and cultural sensitivity; Assess programs through a DEIA lens to identify potential biases or adverse impacts on specific groups
  • Knowledge of common organization- or research-specific and other computer application programs
  • Strong communication and interpersonal skills to communicate effectively, both verbally and in writing
  • Ability to use discretion and maintain all confidentiality
  • Analytical / problem-solving skills
  • Strong skills in analyzing, researching and synthesizing large amounts of data for preparing sound and relevant proposals / analyses
  • Ability to multi-task with demanding timeframes

Preferred Qualifications


  • Previous experience developing and launching new complex initiatives for a large organization
  • Previous experience with Executive Level administrative support, including the management of multiple projects
  • Strong policy analysis techniques
