JOB SUMMARY This job will provide ecommerce solutions, merchant services and payment card compliance support to an ever-expanding University community. UT Southwestern has online payment sites that serve a variety of campus missions including; patient payments, donations, product sales, tuition & fee collection and continuing education. This well-established job will be responsible for continued maintenance and enhancement of existing sites as well as implementation of new sites. Likewise, this job will be responsible for assuring compliance with payment card industry (PCI) standards and providing merchant-related support. Will work closely with Health Systems and Information Security on a regular basis. Position falls under a hybrid work model with one day per month in office and as needed. EXPERIENCE AND EDUCATION Required
- Education
Bachelor's Degree in computer science, Information Security, or related fields.
- Experience
5 years experience in Treasury Operations, Compliance, or Information Security with at least 3 years directly involved in PCI DSS compliance or payment systems governance. May consider additional years in lieu of degree. Experience with ERP systems such as PeopleSoft and Epic and experience with ecommerce and payment providers such as Converge, TouchNet, Nelnet or CASHNet. Experience troubleshooting technical issues with vendors and software packages Familiarity with healthcare financial operations and patient payment platforms. - Licenses and Certifications
PCIP, PCI-ISA, Certified Treasury Professional (CTP), understanding performance measurements, collection and analysis, within 1-1/2 yrs. Preferred
- Experience working in a healthcare or higher education institution
JOB DUTIES
- Serve as the Treasury lead for UTSW's PCI DSS compliance program, overseeing the governance and support of payment acceptance across campus departments and clinics.
- Identify and maintain a centralized inventory of merchant IDs, credit card terminals, gateways, and third-party processors.
- Partner with Information Security and Information Resources teams to ensure that technical controls for payment systems are secure and compliant.
- Review and approve new merchant requests, ensuring secure design and onboarding of new payment platforms or methods.
- Represent UTSW Treasury in UT System working groups, compliance forums, and vendor contract reviews where PCI compliance is a factor.
- Partner with Accounting and Fiscal services leadership to align payment security with institutional financial strategy and operational efficiency goals.
- Oversee the lifecycle management of merchant accounts, payment terminals, and gateways across all institutional departments.
- Responsible for developing and implementing new ecommerce initiatives and related merchant technologies across campus. The position will also prototype new marketplace sites. New site creation entails gathering requirements from departments concerning their ecommerce needs and analyzing the best possible solution using existing merchants and vendor tools.
- Responsible for continued enhancement and maintenance of existing ecommerce sites and interfaces. Aid managers of other 3rd party ecommerce related systems. Coordinate with other groups to assist with maintaining system security regarding user access. Assess and coordinate new functionality related to emerging ecommerce solutions. Ensure payment systems are regularly scanned, tested and remediate as required by the PCI DSS. Chargeback administration as needed.
- Partner with Information Security to conduct periodic assessment of required controls of all campus merchants on an annual and ongoing basis in relation to payment card industry data security standards (PCI-DSS) including aggregation and review of merchant attestations, on-site merchant assessment audit and compliance assurance. Create documentation and perform targeted risk analysis for all payment systems.
- Provide merchant processor services and related support including fee analysis, merchant setup, general ledger integration, and categorization, ad-hoc reporting and statistics as well as product ordering, replacement and tracking. Participate in RFP requirements, vendor evaluations, and project implementation or all systems utilizing, or potentially utilizing payment services. Annually, review all SBS and Treasury compliance requirements for the University Compliance Committee. Work with associated areas to bring down risk and potentially eliminate gaps in compliance. Gather quarterly FTC Red Flag Rules reports from areas on Campus and create reporting for the President's Office. Compile and provide NACUBO statistics, Google metrics and Ad hoc fee analysis.
- Educate and train staff across departments on PCI responsibilities, risks, and best practices.
- Attend project, staff, and ecommerce priority meetings and assist in project status reporting, project prioritization and project feedback. The position is required to pursue professional development to impart knowledge of changes, trends and opportunities in the ecommerce and merchant industry.
