The Maricopa Community Colleges District Office Human Resources Team is seeking a dynamic and detail-oriented Employee Relations Program Administrator!

The Program Administrator in Employee Relations will primarily be responsible for investigating and administering workplace complaints, grievances, policy violations, and performance issues while providing recommendations to all levels of leadership regarding corrective actions in accordance with applicable laws and Maricopa Community Colleges policies. The opportunity will have a district-wide impact in handling complex issues where considerable judgment, discretion, analysis, and initiative are required to reach a decision.

Essential Functions

40% - Conduct workplace investigations in accordance with Maricopa Community Colleges' policies and procedures and best practice methods:
  • Matters of investigation may include policy violations, work environment, conduct concerns, performance, harassment, and other matters of an employment nature.
  • Produces comprehensive reports of investigation that are written in a factual manner.
  • Processes grievances and appeals in accordance with Maricopa Community Colleges policy and applicable laws.
  • Conducts thorough, professional, and efficient interviews of those individuals accused of violations, witnesses, and reporting persons to obtain key facts for proper decision-making.
  • Reviews complaints and inquiries related to employment matters received through the employee complaint reporting process.
  • Provides accurate and timely briefings regarding the results of the pending and completed investigations, grievances, or other personnel/labor matters, and makes recommendations regarding any proposed corrective actions.

30% - Provides advanced professional-level client service to all team members and team leaders on Employee Relations-related issues:
  • Serves as the subject matter expert, answering questions, giving general directions on issues, including attendance, behavior, performance, accountability, and misconduct.
  • Conducts districtwide training on employee relations best practices and practical application of policies and procedures.

20% - Builds professional working relationships with faculty, staff, and leaders:
  • Advises managers regarding employee relations procedures, issues, and cases.
  • Works with managers and supervisors to resolve performance and conduct concerns.
  • Acts as an objective, neutral party to understand and makes unbiased recommendations.

10% - May occasionally serve as a project lead or supervise assigned staff:
  • Participates in projects related to employee relations and/or the supported business area.
  • Ensures accurate data reporting on employee relations activities.
  • Actively participates in meetings to share updates on outstanding issues, provides summaries of issues to analyze trends, and brainstorms solutions with the team.
  • Performs other related duties and responsibilities as assigned.


Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in human resources, organizational leadership, communication, or psychology, and five (5) years of advanced professional-level human resources experience in employee relations, which includes experience in the administration and implementation of human resources programs and policies.

An equivalent combination of education and/or full-time experience as described above, sufficient to successfully perform the essential duties of the job, such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications
  • Seven (7) or more years of experience performing direct employee/labor relations, including but not limited to internal investigations, conflict resolution, grievance handling, and advising and preparing progressive discipline materials.
  • Three (3) or more years of experience handling employee relations-related activities within the Maricopa County Community College District.
  • Three (3) or more years of experience working in human resources in higher education or a governmental environment.
  • Experience writing concise, clear, relevant, and persuasive documents, including correspondence, case analyses, investigative reports, policies, etc.
  • Experience interpreting federal, state, and local employment laws, including but not limited to Title VII, ADA, FLSA, and FMLA. Including the ability to analyze specific problem situations and determine acceptable solutions within these laws.
  • Experience in planning, developing, and providing training, to include classroom training, demonstrations, on-the-job training, meetings, and workshops.


Special Working Conditions
  • Positions in this class typically require: keyboarding, talking, hearing, seeing, and repetitive motions.
  • Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
  • Work is routinely performed in an indoor office environment. Some work may involve occasional outdoor environments with exposure to a variety of weather conditions, including rain, wind, dust, cold temperatures, and extreme desert heat. Work may involve high internal and/or external visibility.
  • Work may involve travel to various locations throughout the District.
